Prime Minister Kevin Rudd is unapologetic about making staff "burn the midnight oil", saying a "dog year" working in politics is worth seven years anywhere else.

Mr Rudd responded on radio today to reports that his ministers' offices had high burnout rates and made unreasonable demands of staff.

"The business of working in politics and working in national political life is a tough business," Mr Rudd told radio station 2UE.

"People expect you to work hard, they expect you to try and do your absolute best for the country."

It is understood media advisers in Mr Rudd's office begin work at 4.30am, finish about 10pm and phone in to twice-daily media meetings even when they're on leave.

Some staff members keep packed overnight bags with them in the common event that they would be called away interstate at five minutes' notice.

And a seven-day working week is not out of the ordinary.

Mr Rudd said ministers often swapped staff and people knew what they were in for if they came to Canberra.

"In politics ... a staff working year is probably like a dog year. That is it's probably worth seven years in normal life," Mr Rudd said.

"So folks stay with me for three or four years, that's probably 28 or 30 years or more in actual time."

Relationships Australia NSW chief executive Anne Hollands said that, while the political arena made particular demands on people, high turnover rates could have a negative effect on productivity.

"What is the effect of always having new people you have to train up for brief stints," Ms Hollands said.

"As an employer I would have concerns about high turnover and its effect on the business."

Ministerial advisers in the Rudd government often had lifestyles that could cope with long hours, she said.

"[They] are often younger people without family responsibilities and maybe it's always been the case," Ms Hollands said.

Mr Rudd said Australians expected their government and politicians to work hard.

"Working the reform plan on health and hospitals, I make no apology whatsoever for making sure that we get that plan done, delivered, out and considered by the Australian people six weeks ago.

"Did we have to burn the midnight oil for weeks and months in order to do that? Yes."
