Speaker of Parliament and Member of Parliament Michael Palmer has resigned from both posts due to an "improper relationship" with a People's Association (PA) staff member in his constituency.

Punggol East MP Palmer said he was resigning to avoid "further embarrassment" and he took "full responsibility" for the "grave mistake".

"I am deeply sorry, and apologise unreservedly to consituents and family," he said during a hastily arranged press conference for selected media only at the PAP's Bedok headquarters on Wednesday afternoon.

"While the individual did not work with me directly, Punggol East used to be part of the Pasir Ris-Punggol GRC and continues to work with it," said Palmer, reported Today newspaper.

The staff member, who was working in the Pasir Ris Punggol GRC, has also reportedly resigned.

In a note to editors, the PA said in response to media enquiries on the Palmer incident that "Ms Laura Ong, constituency director of Pasir Ris West Constituency Office tendered her resignation on 10 Dec 12, citing family commitments." PA said it accepted the resignation.

However, when contacted by Yahoo! Singapore, several of Ong's colleagues at Pasir Ris Elias Community Club were not aware that she had resigned. Two said she was currently on leave but expected her to be coming back to work after her leave.

Palmer, a former St Andrews alumni, was elected as the MP for Punggol after defeating candidates from the Workers' Party and the Singapore Democratic Alliance during the 2011 May general election.

The 44-year-old lawyer, who is married with one child, did not take a question from a reporter on how this would affect his marriage and his wife's reaction, according to a tweet from @TODAYonline.

Lee Li Lian highlights the difficulty she encountered with the Managing Agent after taking over the town council.

"I had my first ‘surprise’ shortly after the Punggol East By-Election in Jan 2013. I was on the ground shortly after to meet representatives from the then conservancy contractor for both SK 1 and SK 2. SK 1 refers to blocks 101 to 141 and SK 2 are blocks 142 to 197.

We were informed by the contractor from SK 1 that because of issues they were having with the Ministry of Manpower, they were not able to continue their contract with AHPETC.

As AHPETC was going to take over only from May 2013, the TC requested the handing over TC that is Pasir Ris Punggol TC, to call for a tender for SK 1 in March. Subsequently, 2 established cleaning companies tendered for the contract.











The tenderers were invited to attend the tender meeting in late April 2013, just before the handover in May. Unfortunately, representatives were sent from both companies to inform that they were no longer able to participate in the tender and would like to withdraw from the tender process. It was also followed up by written notices to the TC Chairman on their decision to withdraw without any valid reasons."

Pap's conflicts of interest are even worse than ahpetc's problems

[h=2][/h]Okay, so the Auditor-General has concluded that there is serious conflict-of-interest in the AHPETC engaging FMSS Pte Ltd to be their facility maintenance agent because it is owned by Workers’ Party supporters. Now here’s just the thing: Ho Thiam Poh, the MD of UGL Premas is also a pap member and the chief executive of the Jurong GRC town council. He is not the only one.

The other such facilities maintenance agencies such as CPG Pte Ltd are also headed by PAP members. These are also clear-cut serious conflicts-of-interest as these are obvious cases of PAP members operating companies that supply services to pap-run town councils.

Even more blatant is AIM Pte Ltd buying the town council management software at low cost and leasing it back to pap run town councils because AIM is owned by the PAP itself.

In simple terms, this means that the PAP-led government sold public property, the town council management software, to a company owned by the ruling party, the PAP itself, to be leased to PAP-run town councils, paid for by residents in these estates, for profit. And just where do the profits go to? Obviously to the owners of AIM of course, namely the 2 PAP fellas (I’m not sure if they are still PAP members but certainly one of them is former MP Chandra Das).

To quote Law Minister K. Shanmugam, AIM is taking money from the hands of the man in the street and giving it to their friends, the PAP.
There is a very simple solution. To prevent anymore such clear cut conflict of interest, businesses owned by political party members or supporters of political parties should not be allowed to bid for contracts tendered by their affiliated parties.

Only neutral or non-affiliated vendors should be allowed to bid for such tenders. In this way, it will be guaranteed that there will be no conflict of interest and inappropriate favors between clients and vendors.

Even better, any irregularities in transactions between the town councils and their respective vendors will be found and can be reported immediately for appropriate remedial action.

On behalf of the people of Singapore then, we call upon the government to terminate ALL existing contracts between ALL the various town councils and their respective vendors and to put up a new tender for them. CPG, UGL Premas, AIM and all other such PAP-affiliated vendors shall only be allowed to bid for tenders issued by non-PAP run town councils and NOT for PAP-run ones.

Similarly, FMSS and other non-PAP affiliated vendors are only allowed to bid for tenders submitted by PAP-run town councils and NOT for non-PAP run ones.

So PM Lee, MND Khaw, Law Minister Sham, are all of you prepared to put your monies where your mouths are and implement this with immediate effect, or are you going to prove yourselves to be the cowards that everyone knows that all of you are and chicken out from this challenge?

The PAP is trying very hard and somewhat desperately to stir up an artificial storm over AHPETC. It is ironically adopting a holier-than-thou stance on transparency in governance, avoiding conflicts of interests and accountability.

Singaporeans are not naive. The PAP’s record for these three laudable principles is not impeccable. It has been dismal. Not by a long stretch has the ruling regime been transparent. Examples: detailed accounting of our sovereign funds, lack of information on immigration patterns, etc. The public has the right to such information.

Strict separation of party interests from government or corporate interests: It is well-known that PAP MPs sit on all sorts of corporate boards, often wearing so many hats that one is confused whether they are serving the interests of constituents, their own interests or party interests. It is a web of rewards and interlocking grip on power and self-perpetuation.

Accountability: Did the then Home Affairs Minister Wong Kan Seng bow in public, shed tears and commit hara-kiri over the embarrassing secure lapse which saw the escape of Mas Selamat? Did Khaw Boon Wan even say sorry for the Brompton bike fiasco – which involved the misuse of public funds? No, he, in fact, defended the action saying there was nothing wrong. Did Saw Phaik Hwa, who messed up the MRT, quit in shame on the spot? Did Yaacob Ibrahim take responsibility for the floods in Orchard which disrupted traffic and caused chaos? No, he blamed it on mother nature.







People who live in glass houses should not throw stones.

Low Thia Khiang is spot in his call to the government not to politicise the issue. He politely did not say the whole thing will backfire on the PAP, leaving it to Sylvia Lim to articulate what must be at the back of many voters’ minds today – let the people judge. Come the next GE, the WP will still be in charge of Aljunied GRC, Hougang and Punggol East. And with bigger changes on the political scene, we shall see how the three constituencies will return to haunt the PAP.

The overpaid PAP would rather devote limited public resources to attack the WP in a vain attempt to score political points rather than serve Singaporeans.

Although the majority of Singaporeans are unhappy with the WP for not addressing the issue of transparency (where are our CPF invested? how much is Ho Ching, PM Lee’s wife, paid as Temasek CEO?, etc), we are more unhappy with PAP’s bullying tactics using public resources.

The whole AHPETC issue could have been resolved with a call to the CPIB. By not doing so, the PAP has again made a wrong assumption – Singaporeans have remained as daft as during LKY’s time. But it should not assume the WP is as stupid as Singaporeans. Would anyone immediately set out on a crime spree after winning an election in full view of the dominant party?

Why waste tax dollars on meaningless parliamentary wayang with Minister Shanmugam acting like as if he was an Aljuneid GRC MP? Or Khaw Boon Wan, increasingly perceived as an overpaid clown, who for no rhyme or reason brought up Japanese “good old days”?

As the Law Minister, Shanmugam should not be acting blur because if there was clear evidence of any wrongdoing, investigations would have already been under way. In 2013, Minister Vivian had also accused WP of lying but since talk has proven to be cheap, Vivian’s attempt to gain political mileage backfired.

Even without Sylvia’s explanation in parliament, citizens are acutely aware that the PAP would stoop to the bottom of the abyss just to perpetuate its hold on power. PAP has lost all credibility because it had ‘misAIMed’ and sold town councils’ computer software to a $2 PAP company. Both issues are related.

Despite all the obstacles put in place to trip the WP’s town council, chairman Sylvia Lim has said she “bear personal responsibility, as I was Chair of the evaluation committee”. Her future apologies could then be tallied and voters will be able to assess her performance objectively. By putting on record an instance of her mistake, she has displayed exemplary conduct.

Contrast this with PAP’s actions in the columbarium saga where the HDB did not bother to apologise to thousands of affected buyers. After siding with Life Corporation Pte Ltd, URA and HDB, , Lam Pin Min, Sengkang SMC MP and MOS for Health, refused to acknowledge any error on his part even after Minister Khaw’s U-turn in parliament. Worse, as the big boss of MND, Khaw acted more like a clown by not only shying from making an apology but entertaining lawmakers with a love story in parliament.

After 50 years in government and countless mistakes, PAP has reluctantly apologised only a few times. Should Singaporeans continue to tolerate our ‘flawless’ PAP government?

Transparency and accountability are THE issues concerning the PAP which have not been addressed. When Minister Shanmugam said “Aljuneid residents deserve real, honest answers”, perhaps he did not think Singaporeans also “deserve real, honest answers” to the following:







How much has the PAP profited from citizens through the sale of public housing?

Why did the PAP legislate HDB lessees as owners and make us pay for the long-term maintenance of HDB’s property and maintenance of public areas?

What are GIC’s realised losses to date?

What is the market value of Temasek’s and GIC’s investments?

If extremely-profitable GIC investments have more than made up for losses amounting to tens of billion$, why have they not been disclosed?

Why are our reserves being paid out as salaries/fees/million-dollar bonuses to Temasek and GIC directors, but not disclosed to the public?


When PAP’s related party transactions are as transparent as a brick wall, it really shouldn’t call the kettle black. Rest assured, all hell may break loose when PAP’s related party transactions are revealed by our ‘internet CSI’.

PAP’s consistent pattern of attack confirms its desperation to cling on to power at all costs. But with the latest attack, it appears to have committed hara kiri.

Workers' Party MP Pritam Singh explained in Parliament that contrary to media reports, their town council's managing agent, FM Solutions and Services (FMSS) was never involved in the award or review of AHPETC's contracts and tenders, especially when they were also one of the tenderers.
He explained that FMSS was kept at an arm's length when they were involved in tendering for contracts with the town council.
He said that evaluation of such tenders was done soley the the elected and appointed members of the town council. He highlighted that these elected members had no interest in FMSS.
"The decision making to award the tender in such a case would be the sole remit of the tenders and contract committee. No staff member of the managing agent is privy to the evaluation or decision making process in this case. The secretary of the town council, Mr Danny Low and its general manager, Ms How Weng Fan, are not involved in this process at all," he said.











Mr Singh noted that in 2011, FMSS did not participate in any of the evaluation or awarding of any tender
"This was the same scenario that played itself out late last year and early this year, when town councilors met to evaluate the specifications of the managing agent tender for the 2015 financial year and beyond,"
"In a second scenario, where FMSS does not participate in the tenders called by the town council pertaining, for example, to conservancy lift maintenance and horticultural contracts, FMSS' role is purely administrative. FMSS is expected to thoroughly evaluate and assess the tenderers, and recommend which tenderers meet the minimum requirements of the town council," Mr Singh said.
He highlighted that FMSS only role in the whole thing would be to simply alert the town council committee on what tenders it has received for its contracts.

It is some stretch for the public to imagine the WP systematically tried to loot the kitty. It requires no effort to envision that the PAP is exaggerating the faults of the WP TC. They are even putting words into the mouth of the AGO. If the PAP employs unfair tactics in this matter, the public will cut them no slack. The outcome will be troubling for Singapore.

Reading the attacks made by those white scums....either they are clueless about the sentiment on the ground or they are confident of sweeping next GE due to some ultimate dirty trick(s) yet to be enployed.
They really are taking all voters as their 60.1% gong cheebyes....
