How about the LTA charging a fee for a new registration number for already registered cars belonging to ex pimps, convicted civil servants and businessmen? Or maybe even vehicles involved in suicides or murders. Presently you are able to accomplish the makeover by swapping numbers with a new vehicle registered in your name but a direct payment scheme would be more convenient both ways.
