This is not a gaming hand. If you try to game like that, the penalty for fake game is pay all other players max limit each. There're also no flowers in this hand. All the winds in triplets except there's only one west wind. The four strikes should be shown to collect bonus payout and bonus draw on flowerpot top. Depending on your wind position and luck of the draw, you may yet game with a 5-double limit hand. But it's a hard hand to game since another west wind is the only gaming tile and there's no possibility of a four-wind-suit game unless you take the wild risk of throwing your strikes in hope for two more west winds.

I don't know much about Shanghai mahjong. But I do know Taiwan mahjong is 16 tiles awaiting the 17th tile to game. The other rules are quite the same with HK/Singapore mahjong, can be clarified and learned easily for a seasoned player. For Alamaking, some underground Taiwan mahjong parlors do offer pretty ladies to play strip mahjong with you. A free tip for you as to where to plan your next trip. So don't infract me.

Heaven lake is when a player can show all eight flowers at begininning of hand or if player keeps drawing flowerpot top tile by tile until all eight flTowers are drawn (miracle) before any other player has even a chance to draw any tile. Also regarding of suits, gaming on opening for player on banking wind.

The biggest miracle more than the 9-suit-circuit is of course the 13-big-tile-suit-circuit with ones and nines counting as big tiles too.

The shortest hand to gaming is only 3 red centrals, 3 green strikes and 3 whiteboards. The rest of the tiles immaterial.
