That's only correct on paper. In jiuhu, the real bumis are only the moslem m&ds. The other ethnic m&ds are not seen as real bumis. There's no non-moslem bumi chief minister or cabinet minister in jiuhu. jiuhu politics insists that all leaders have to be exclusively m&d moslem bumi. It's the same when allocation of bumi privileges and financial resources.
