The pictures are as what it portrays as is, & equally, the observer who observes those pics should tell it as what it is.
In the pic, that man is a casual observer. He saw the car from a distance as a small blue Lada type car, by what his mind had processed & telling him, instead of his eyes. Perhaps he lives in blue colored world where everything is blue & small, or had a mental episode of seeing everything in minute size & blue, etc - mental PERCEPTIONS that had CLOUDED his judgements, & not mentally processed with visual acuity.
As the car got nearer, he was stunned when it turned out to be a red SUV type car, confusing his judgements & perceptions.
It is only normal when an observer has already PRE-CONCEIVED notions of what issues are, based upon one's baggage of education, experiences in life & leanings, & when REALITY hits, he would be at a loss to explain what he had perceived.
Thus, to be an observer, one must be free from such baggage, be neutral with an OPEN mind, to judge issues from every angle as such as often multi-faceted, with many sides & some sides that one may not had even experienced before, to analyze with visual acuity & clear mind, in order to have an informed opinion or solution that will be of value to others whom may not have such higher observation skills.
