It was raining and he had his head down avoiding the rain getting into his eyes while he was riding fast hence probably didn't see the lights. Even if he did, he probably wanted to get out of the rain fast and didn't really want to wait for the light to change to his favour.

The law states no cyclists or bikers are supposed to ride across pedestrian crossing even if the lights are in their favour.
They are supposed to dismount and push their bikes across.
If the TP bothered to enforce this law then less accidents like this can’t be prevented
Where does it say that? The last time I checked there was no requirement to dismount. All the rule says is that they have to stop and look out for motor vehicles before proceeding.
