Of oversea-Chinese communities, only HK, Malaysia and Singapore have longrunning tradition of public burning of offerings tolerated. The link is obvious, all were British colonies and the British couldn't care less if they wanted to burn their own villages down, as the British colonial administrators and merchants lived in their own towns.

Nobody is cursing them. They will understand that the general public is entitled to fresh air in their homes. All they need to do is to go to the designated places to get the offerings just like how the living go to food court, hawker centre for food.

In any case, not all ghosts will be offended. Only the taoist ghost will, the muslim ghost, christian ghost, hindu ghost probably want the fresh air as well

Yours is good observation too. It's supposed to be illegal except when with permit, e.g. within funeral tentage, religious tentage or 7th-month tentage areas. Unorganised adhoc worshippers burning offerings anyway and anywhere they feel auspicious or convenient during 1st and 15th days of all lunar months, 1st to 15th days of the 1st month and all days of the 7th month is supposedly illegal but tolerated for political expediency.
