There are 14 town councils under PAP management namely:

Out of 14 town councils managed by PAP, 8 of them or 60% of them scored F9.

The TCMR has always been PAP's propaganda bull. Long ago PAP scared people into thinking that wards under the opposition will falter. When Potong Pasir and Hougang did not appear to have collapsed, the PAP decided that the best strategy was to fabricate the opposition's "poor" town council performance in black-and-white.

The first TCMR spelt the intentions clearly when it showed that all PAP TCs had 2 and 3 for maintenance but Hougang had 4 and PP had 5. This you believe?

Many bloggers had also pointed out that a poor rating in arrears was not necessarily bad as it meant the TC was more sympathetic in not going after the debt-ridden. Naturally, the opposition tends to have that nature. Therefore it is interesting that this item was added as a reverse-positive aspect in TC operating when many criterias potentially helpful in such a report are omitted. To prevent the opposition from becoming populist, they made sympathetic into a bad word instead.

The second TCMR seemed to be no different. But give it credit that it rated PP ARD failure from 5 to 1 with the rest. "Coincidentally" again, of all the TCs, Hougang had to be 2 in lift breakdown and the rest 1.

By the 3rd report, PAP wards maintenance was still 2 and 3 and the opposition was still out of that league. But for symbolic purpose, PP had moved from 5 to 4, while Hougang stays at 4.

The 4th TCMR changed into a traffic light format but essentially was still bad-ranking opposition wards. Interestingly, in just one year, Aljunied arrears went from lowest to highest. WP can sure "chalk" a lot of "debt" very fast. Also, PP now under PAP went the other direction in terms of maintenance.

In the 4th TCMR, corporate governance was a new criteria added. Jurong and Tampines were given mid grade (yellow). By the 5th TCMR which was released today, all are now high grade (green).

Now for WP. One thing about WP's AHPETC was the delay in giving the corporate governance report. They should really be more watchful on this.

TANJONG PAGAR will never fail because it is in CBD area and PAP needs face so Tanjong Pagar is tidy.

Sinkie shall not vote for PAP in the coming election so that property in Tanjong Pagar will crash if it is under opposition party.
If property crashes, Sinkie shall have chance to buy property in Tanjong Pagar and walk to Raffles Place to work.

Oh.... last time huge arrears is because of AIM and handover, now, auditor cannot comment on corporate governance (for both 2011 and 2012), is also due to handover... which happened 2.5 year ago???

Ok, last year blame AIM but now, it is already half way point...blame who now? Apparently no auditor dares to give commence on its corporate governance...TWO YEARS STRAIGHT....As I have said, FMSS will be the main cause of failure for WP

Don't remember AHPETC ever said that the huge arrears was due to AIM and handover. It however affected the corporate governance report.

The corporate governance report was affected by the AIM issue, so the facts here are exactly opposite. The issue is unlikely to be resolved quickly as computer systems take some time to be free of bugs and glitches.

Handover of AHTC was August 2011 and the 5th TCMR report cut-off date was March 2013. A year and 8 months is not "2.5 year" and can hardly can be described as a "half way point".

TCMR reports are annual but the 4th TCMR was for 6 months from Apr to Sep 2012. The 5th TCMR report was for Apr 2012 to Mar 2013. Essentially 4th and 5th cover the same period and therefore not "two years straight".

if that's the case, why do all the pappie tc garner so much wealth? was told by my li'l brother LTS that his area conservancy charges were raised from $30+ to $40+ now. are there new cleaning amenities, bigger areas, more bangalas....new equipments etc?
