257 cases on Sunday 19 July 20

The actual figure is certainly higher as some dorms simply quarantine the whole bunk once a confirmed case is detected and the rest will go into QO status. Whether these chaps under QO are tested or not is another story, previous report seem to suggest no tests would be done.
Actually I think they will be tested.

MOH has gone on record to state that all 320+k FW(dorms) will be tested before being cleared and released to work.

Are they absolutely sure that those infected workers will not have a relapse?

After 3 months of being notified that infected dorms were the problem...we still up to now get hundreds of reported daily infections from these dorms.

When is this going to ewnd...and already how much it has cost taxpayers to nurse these foreign workers?

The Covid-19 task force should address this concern now.

Hardly any money is being spent "nursing" these foreign workers because very few are actually sick.
