The government has 2/3 share of the economy. If you are not in a government-friendly law firm, you don't get job referrals and you don't have a 大水喉 to take care of you. You will be going after the 1/3 share of the economy, and that is not to say that the government affiliated law firms will not compete with you on the remaining 1/3 share.

Most lawyers are poor businessmen. So if they run their own law firms without getting a bite at the 2/3 economy, they will be feeding off the crumbs in pro bono criminal legal aid cases.
