Travellers carrying goods with values exceeding the Goods and Services Tax (GST) relief and duty-free allowance have to declare the goods at the Customs Red Channel at checkpoints, for the payment of tax.

All goods brought into Singapore, such as new articles, souvenirs, gifts or food items meant for the traveller's own use or consumption, are subject to 7 per cent GST.

Travellers who spend more than 48 hours overseas will get GST relief for goods valued at up to S$600.
Those who are away from Singapore for less than 48 hours will get GST relief for goods valued at up to S$150.

how on earth would the custom officers know if the person bought the item from overseas?

come 2016, PAP will again sweep the polls
no fight
this time, it might even be better > 80% victory....

Anything new would be assumed as such.
So better remove packaging, price tags etc.

in some countries when you bring in new items need to declare for self use and when exiting they make sure you have the item with you.
