For Brothel Operators
If you are considering starting a brothel, or you work with sex workers in your job, NZPC can provide valuable information.
We support sex workers to have options in how they work, and brothels to provide safe and sustainable working environments, free from exploitation, coercion, and fines. We can provide you with resources that help your business to stay within the law and provide a safe and sound venue to seek employment.
People who have run businesses in other industries may not appreciate the particular issues that arise relating to sex work. There can be unforeseen hurdles in hiring people to work with you, and in meeting legal obligations.
NZPC provides information on the laws around operating a brothel, including
- Who can operate a brothel
- Council zoning
- Hiring sex workers
- Occupational Safety and Health
- Tax obligations
- The principal contractor/contractor relationship
- Applying for a Brothel Operators Certificate
- The New Zealand Legal Model
We have resources which help brothel operators achieve best practice, and can direct you to important statutory information about certification and occupational health and safety.
NZPC has more than three decades of expertise in the sex industry, and is committed to maintaining constructive relationships with brothel operators throughout New Zealand.

NZPC has 30+ years of sex workers’ experiences.
New Worker Pack
NZPC provides free New Worker Packs to sex workers. Both new and experienced sex workers find these useful.
They contain condoms, lube, and other safer sex supplies, as well as essential reading:
- Stepping Forward – the sex worker’s manual
- Doing it in Style – tips for transgender sex workers
- PUMP – Pride and Unity for Male Prostitutes
- Working in New Zealand – written in Chinese and English
Our guides have information on starting out, or continuing, as a sex worker. Each guide is packed with tips to work safely and smartly: from handling clients, to working with management, resolving disputes, managing risks and staying within the law.
You can collect a New Worker Pack from any of NZPC’s community centers, or we can courier one to you free of charge.
When it comes to managing clients, there are many ”tricks of the trade” which are best kept between sex workers rather than being available to clients and everyone else online, so it’s a great idea to come in and see us directly – you will love our demonstrations!
Brothels are allowed in most places, in accordance with local by-laws
A brothel is any premises habitually used for sex work. Some councils have not allowed brothels to operate in some areas, however they cannot ban brothels outright.
Some councils have made by-laws that affect the signage and location of brothels. Councils make rules about home based-occupation, which sometimes outlaw home-based sex work.
