Alamak, never do NS issit? That person should have dumped the bag deep inside the forest, not by the roadside where there is a higher chance of being spotted by a kaypoh animal lover. Also consider camouflaging the bag with some grass etc. Be tactical. 
Also, deep inside the forest there are many natural predators. It's more humane than letting the critters die to starvation or exposure. Let nature take its course and complete the circle of life.
