The 14 men are aged between 22 and 75 years old.

According to court documents, the incidents took place in May at various hotels in the Geylang area.

They paid sums of between S$40 and S$150 for the girl's sexual services.

The girl, who cannot be named, was 17 years old at the time.

Out of the 14 men who were charged on Wednesday, 10 are expected to plead guilty.

One of them, a 72-year-old housekeeper, has indicated that he will claim trial. Three other men will have their cases mentioned in court again later.

More men are expected to be charged at a later date.

This is the third vice ring case to surface since the high-profile online vice ring case, involving 51 men, broke in 2012.

If found guilty of obtaining the sexual services of a person under 18 years old, the men could be jailed seven years and fined.

On Wednesday, 14 men -- aged between 22 and 75 -- were charged with having paid sex with the same girl.

Out of the 19 men who have been charged, 14 have indicated they intend to plead guilty.

Four other men were recently jailed between 11 and 12 weeks for paid sex with the same girl.

A fifth man's case is still pending.

This is the third vice ring to surface since the high-profile online vice ring case, involving 51 men, broke in 2012.

If found guilty of obtaining the sexual services of a person under 18 years old, the men could be jailed seven years and fined.

The girl's pimp, 37-year-old Chinese national Tang Huisheng, was also charged in June.

He faces seven charges that include living off part of the earnings of the girl and abetment to obtain paid sex with an underage girl.

SINGAPORE - THEY allegedly had commercial sex with a 17-year-old, but they were a shy lot in court on Wednesday, using a variety of props to cover their faces.

While most simply tried to use pieces of paper to hide their faces, some made a more concerted effort.

Ho Chee Keong, 36, and Ernest Lee Min Chong, 25, donned baseball caps, surgical masks and sunglasses. Lee even put on a jacket, which he did not wear earlier in the courtroom.

And then there was project manager Ng Keng Siong, 56, who refused to leave the building, insisting to The New Paper that he was waiting for a friend.

He eventually managed to slip away unnoticed.

These three were among 14 men who were charged on Wednesday with paying for sex with the minor between May 18 and May 28 this year.

The sex acts allegedly took place in hotels and lodging houses around Geylang. Most of the men gave the girl between $60 and $80. One gave her $150.

The youngest, full-time national serviceman Yap Jun Hao, 22, paid her $60. Eight of the men were above 55 years old.

The oldest was Chong Kwong Ann, 75, who saw her twice and paid $70 each time. Their jobs ran the gamut from cleaner to treasury adviser.

$40 for an hour


Social worker Ng Chak Song, 57, who allegedly paid the girl $40, was said to have spent just under an hour with her on May 27 in a Geylang hotel.

Ong Boon Hock, 61, Ng and Chong were repeat customers.

In court, the men sat quietly in the public gallery while waiting for their cases to be heard. When it was their turn in the dock, most kept their gaze to the ground or straight ahead.

Ten of them, who were unrepresented, indicated that they want to plead guilty. Their cases will be heard on Sept 11, Sept 12 or Oct 2.

Those with defence lawyers - IT manager Shoh Kwan Heng Leonard, 42, treasury adviser Ho and undergraduate Lee - will have their cases mentioned on Oct 3.

Unrepresented housekeeper Lim Chee Seng, 72, said he wants to claim trial.

Dressed in a blue polo shirt with a black collar, he was later seen walking out of court calmly. He even flashed a smile at waiting photographers.

This latest series of cases comes in the light of at least two other high-profile underage sex ring cases.

Underage girls

Their cases bring it up to a total of 77 men charged with having sex with underage girls in the three big cases so far.

Between April and July last year, 51 men were charged with paying for sex with a 17-year-old girl. At least 19 men have pleaded guilty and been jailed for between eight and 16 weeks.

Last month, Swiss national Juerg Buergin dropped his appeal after completing his 19-week jail term.

He was convicted by a district court in April on two charges of paying a 17-year-old for sex after a trial. In June this year, 12 men were charged with having paid sex with a 16-year-old girl.

The maximum penalty for engaging in commercial sex with a girl under 18 is seven years' jail and a fine.

SINGAPORE: A district court on Wednesday sentenced three Singaporeans to 11 weeks' jail each for having paid sex with a minor.

51-year-old cleaner Low Kia How, 57-year-old social worker Ng Chak Song, and 42-year-old logistics supervisor Yeo Choon Seng admitted to their offences involving the girl, who was 17 years old at the time.

A fourth man, 65-year-old cleaner Koh Sui Kim also pleaded guilty on Wednesday, but will be sentenced next month pending a full medical report.

The court heard that the men were approached by the girl, a Chinese national, in Geylang and that they paid her between S$40 and S$60 for her sexual services, which took place in hotels in the Geylang area.

It also heard that Low, Ng and Yeo did ask the girl for her age, which she gave as above 18 years old, but did not take further steps to verify what she said.

The court was also told for the first time of the circumstances that led to the girl coming to Singapore to work in the sex trade.

Deputy Public Prosecutor Stella Tan said that the girl and her family were heavily in debt because of medical bills her father incurred while ill with cancer.

When he died in October 2011, both the girl and her mother had to work to pay off the debt, which they owed to both relatives and loansharks.

At 16, the girl started working in a hair salon, while her mother worked as an odd-job labourer, but the money was barely enough to make ends meet.

The girl was later told of better job opportunities in Macau casinos, and went there in January 2013.

While she was there, she met the sister of her alleged pimp, Tang Huisheng.

He told her that he would bring her to Singapore to work as a prostitute as there was more money to be earned there, and he would be her pimp.

When the girl refused and begged to go home, he locked her up in her room, took her passport, money and mobile phone and even threatened to create trouble for her mother as he knew where her home was.

At one point, she even tried to escape by jumping out of her room on the fifth storey, causing her to injure her back and legs, but was caught by Tang.

Tang later promised to allow her to go home after she worked for two months in Singapore as a prostitute.

They arrived in Singapore in May 2013, and Tang brought her to Geylang, where he liaised with a local pimp.

In meting out the sentences, District Judge Low Wee Ping said the facts of the girl's background were "heartbreaking and horrific", and explained to the men why the legal system in Singapore takes a serious view of such offences.

"These are not private acts by offenders like you. She was here because of international trafficking of minors for the purpose of prostitution. Unless offenders understand that, there will always be a demand for such deplorable international trafficking of minors for prostitution," he added.

Tang, who was charged in June, has indicated that he will claim trial.

The four men who pleaded guilty on Wednesday were part of a group of 19 who were charged last week for having paid sex with the minor -- in the third vice ring to surface since the high-profile online vice ring case involving 51 men broke in 2012.

Four other men were also recently jailed between 11 and 12 weeks for paid sex with the same girl.

If found guilty of obtaining the sexual services of a person under 18 years old, the men could be jailed seven years and fined.

75-year-old retiree Chong Kwong Ann, 65-year-old book keeper Tiah Oon Kai and 42-year-old construction worker Li Weichao were each jailed 12 weeks, while 60-year-old labourer Toh Toh Loh was jailed 11 weeks.

A fifth man - 22-year-old Yap Jun Hao - pleaded guilty on Thursday but had sentencing adjourned to next month for him to obtain a psychiatric evaluation, and for his lawyer to prepare the mitigation.

The court heard that the girl, a Chinese national who was 17 at the time of the offences in May this year, had approached the men in Geylang.

They paid her between S$60 and S$70 for her sexual services, which took place at hotels in Geylang.

Of the five, four had asked for her age - which she gave as above 18 - though they did not take steps to verify this.

Earlier, the court heard that the girl had been forced to work as a prostitute in Singapore by her pimp Tang Huisheng, who has been charged and has indicated that he will claim trial.

In meting out the sentence, District Judge Low Wee Ping reinforced the point that this was a case of "forced prostitution - plain and simple".

"The sexual services you had with the minor was not consensual. You were a willing buyer, but she was not a willing seller," he noted.

The judge also emphasised that the men had participated in the "horrendous" trade of international trafficking of a minor for forced prostitution, and said that unless demand for such trade is eradicated or suppressed, the criminals behind such trade would find it lucrative to continue to take part.

The five who pleaded guilty on Thursday are part of a group of 24 men who have so far been charged with having paid sex with the minor.

It is the third vice ring to surface since the high-profile online vice ring involving 51 men broke in 2012.

Seven men have been sentenced so far in this vice ring.

Two more men were jailed 11 weeks each on Friday for commercial sex with an underage Chinese national who was forced into the flesh trade.

Drivers Wu Delong, 35, and Yang Dong, 36, both Chinese nationals, admitted to paying $60 each to the 17-year-old for her sexual services at Min Wah Hotel in Geylang in May. The minor was brought to Singapore by her pimp, Tang Huisheng, 36, who has claimed trial to various vice-related charges, on May 16. They had flown here from Zhuhai, China.

While in Zhuhai, the minor was drugged by her pimp, who had sex with her while she was in a stupor. He repeatedly asked her for sex and if she refused, he would beat her or threaten to do so. She complied out of fear. When she found out that he was going to bring her to Singapore to be a prostitute, she refused and was locked up in a room for more than a week. She injured her waist while trying to escape by jumping from the fifth-floor unit. Both Tang and his sister caught hold of her and beat her up.

The court heard that Wu and Yang had asked the minor for her age and she replied she was 19. But they did not take any other steps to verify her age. So far, 11 others have been jailed between 11 and 12 weeks for similar offences while sentencing on two others, who have been convicted, has been postponed.

SINGAPORE - Singapore's legal system will maintain a tough stance against the "horrendous" trafficking of minors for the purpose of prostitution, said the judge presiding over the hearing of an underage sex case involving a 17-year-old girl from China.

District Judge Low Wee Ping made the comments on Thursday after five more men were convicted of engaging in commercial sex with the minor, who was forced into prostitution by a pimp, Tang Huisheng, 36, also from China.

"Some Singaporeans... cannot understand why the legal and judicial system is so harsh with offenders. What you and similar offenders have participated in is in this horrendous trade of trafficking in a minor," he said.

Unless demand for this trade is suppressed, the "cruel" criminals behind it will continue to find it lucrative to provide the supply of minors, he added - although the authorities would no doubt continue "relentlessly" to stop them.

Four of the men convicted on Thursday were jailed, while the sentencing of Yap Jun Hao, 22, a full-time national serviceman, was postponed to Oct11.

Chong Kwong Ann, 75, unemployed, Tiah Oon Kai, 66, a bookkeeper, and Li Weichao, 42, a construction worker, were each jailed for 12 weeks, while labourer Toh Toh Loh, 60, was given 11 weeks. Judge Low said the sexual services they had sought from the minor were not consensual.

"The sexual service you had was forced prostitution, plain and simple," he said. "This court hopes that with the publication in the media of the shocking background facts... persons who have a good conscience and compassionate heart will never ever commit this deplorable offence."

Giving background on the case, Deputy Public Prosecutor Stella Tan Wei Ling elaborated on how the minor ended up as a prostitute here.

It began in 2011, after her late father incurred debts for his cancer treatment. To help pay the debts, the minor left for Macau in January this year on the advice of her then employer to seek a job at a casino. But she was underage.

A sister of Tang then tricked her into meeting him in Zhuhai, China. When the minor was there, Tang drugged the girl and forcibly had sex with her repeatedly. She was also beaten when she refused his sexual demands.

When she found out Tang wanted her to work as a prostitute here, she refused and was locked up in a room. She was subjected to further beatings from both Tang and his sister after she tried to escape.

Tang and the minor flew to Singapore on May16. She was made to work as a prostitute from May18 onwards until she was arrested on June1 on suspicion of providing paid sex while underage.

Seven other men have been convicted of having paid sex with the minor and handed jail terms of between 11 and 12 weeks. The cases against 14 other men are pending, including that against Tang. He is claiming trial to charges of procuring the girl for prostitution and other vice-related charges.

He also acted as a look-out and helped her solicit customers.

Tang would then use the money he took from the girl to pay for rental and other expenses, as well as gamble at the casino at Marina Bay Sands.

The girl met Tang in Zhuhai, China earlier this year when she sought better work opportunities to help pay off her family's debts.

On one occasion, Tang drugged her and had sex with her while she was still in a stupor.

He repeatedly asked her for sex and would beat her if she did not comply.

Tang later told the girl he would bring her to Singapore to work as a prostitute, as there was more money to be earned there and he would be her pimp.

When the girl refused and begged to go home, Tang locked her up in her room and took her passport, money and mobile phone.

The four charges include bringing the minor into Singapore for prostitution, living off her earnings, harbouring her, and abetting a man to have paid sex with her. Two other charges will be taken into consideration for sentencing.

On Wednesday, the prosecution urged the court to pass a sentence of at least seven and a half years, stressing that this was a case of international trafficking of a minor for the purpose of prostitution.

Prosecutor Stella Tan added that the girl was forced into the flesh trade and robbed of her dignity. Thus, she said a "strong signal must be sent out to like-minded offenders" that this is not tolerated.

But in mitigation, Tang, who spoke through an interpreter, denied compelling the minor into prostitution and said he did not hit her.

"I have made my mitigation, it's pointless for me to say anymore. I did not compel her. I did not hit her. I urge for a concurrent sentence," said Tang.

Previously, Tang had admitted to giving the girl drugs on one occasion and having sex with her while she was still in a stupor. He also admitted to repeatedly asking her for sex and beating her if she did not comply.

However on Wednesday, Tang denied these.

The matter was later heard in the district judge's chambers where a Newton hearing was fixed for Thursday. The hearing will have the prosecution and Tang sort out the dispute of facts before the judge passes his sentence.

The girl is expected be at the hearing.

SINGAPORE: In a surprising turn of events, the pimp who forced a minor into having sex with 100 clients has maintained his plea of guilt.

37-year-old Tang Huisheng from China had pleaded guilty to four charges in September for bringing the minor into Singapore for prostitution, living off her earnings, harbouring her, and abetting a man to have paid sex with her.

On October 2, he disputed certain facts of the case and told the court he did not want to plead guilty.

However on Thursday, Tang pleaded guilty for a second time.

The petite man sobbed uncontrollably in the dock when the charges were read out to him.

This comes after the morning hearing where he decided to retract his claims over certain aspects of the facts of the case.

Previously, Tang had admitted to giving drugs to the girl on one occasion and having sex with her while she was still in a stupor.

He also admitted to repeatedly asking her for sex and beating her if she did not comply.

He denied these facts on October 2.

Tang is now expected to be sentenced on October 10.

56-year-old Ng Keng Siong and 61-year-old Ong Boon Hock both pleaded guilty to paying the 17-year-old Chinese national for sex on two occasions each.

The incidents took place in May this year.

So far, 24 men have been implicated in this third vice ring.

SINGAPORE: More drama ensued on Monday in the case of the pimp convicted of forcing a minor into prostitution.

During the second part of a special hearing, 37-year-old Tang Huisheng denied all accusations that he forced the 17-year-old girl into prostitution.

He also flatly denied hitting the girl, threatening her, feeding her drugs and having sex with her while the minor was in a stupor.

In fact, Tang told the court he was "truly the victim in this case".

In his own defence, Tang said he is "not a beast" and that the girl was the one who initiated the sex as they were lovers.

The continuation of the special hearing comes after Tang maintained his plea of guilt but disputed certain facts of the case.

Previously, Tang had admitted to giving drugs to the girl on one occasion and having sex with her while she was still in a stupor.

He also admitted to repeatedly asking her for sex and beating her if she did not comply.

He denied these facts on Monday.

Prosecutor Stella Tan asked Tang for details, including when their relationship started and when the girl's father died.

Tang initially said the relationship started in January this year, but later said it was February.

He also said the girl did not tell him when her father died.

But Ms Tan said Tang was inconsistent in giving evidence and was lying on the stand.

Throughout the hearing, Tang insisted he did not lie and that if he did, he would not mind being sentenced to life imprisonment or even be hanged.

In September, Tang, a Chinese national, had pleaded guilty to four charges of bringing the minor into Singapore for prostitution and living off her earnings, among other things.

Last month, the court heard that between 18 May and 1 June this year, Tang collected about S$9,000 from the minor in prostitution earnings.

The girl, who is also from China, had provided sexual services to some 100 clients on about 150 occasions, receiving about S$60 on each occasion.

Tang would then use the money he took from the girl to pay for rental and other expenses, as well as gambling at the Marina Bay Sands casino.

The district judge will have to decide on which party to believe in, in this dispute of facts.

SINGAPORE: Two professionals were on Wednesday sentenced to jail terms of between 11 and 12 weeks for having commercial sex with the same underage prostitute, in the third vice ring to hit Singapore.

36-year-old Ho Chee Keong, a treasury advisor, and 42-year-old Leonard Shoh Kwan Heng, an IT manager, admitted to one charge each.

Both men, who have quit their jobs, were convicted of paying the 17-year-old girl between S$60 and S$80 for her sexual services in late May this year.

District Judge Low Wee Ping called the minor “a victim”, and said the description "reflects more correctly" the girl's background, which he said was "usually" the case.

He pointed out that there have been many similar cases in recent times.

Judge Low said "some Singaporeans think that these offences are a private matter", but he added they forget that offenders like Ho and Shoh "have participated in the horrendous trade of trafficking a minor" for prostitution.

He stressed that the courts must end such a trend, so that the criminals behind the trade "would no longer find it lucrative".

Before his sentence was passed, Ho, who is plump and bespectacled, said he had asked about the girl's age.

But Judge Low shot back: "You expect her to tell you the truth?"

As for Shoh, the judge noted he did not ask nor check the girl's identity.

During the hearing, the judge said Ho and Shoh are professionals and would have been aware that some of the minors have been forced into prostitution.

For this, Ho was given 11 weeks' jail while Shoh was handed a 12-week jail term.

So far, 24 men implicated in this third vice ring have been charged.

With the addition of Ho and Shoh, there are now 17 men sentenced to between 10 and 12 weeks' jail.

Separately, the pimp, Tang Huisheng who forced the same victim into prostitution, is slated to be sentenced on Thursday. - CNA/nd

Pimp jailed 6 years for forcing minor to have sex with 100 men

SINGAPORE: The pimp convicted of forcing a minor to have sex with 100 men in the third vice ring was on Thursday jailed six years.

In September this year, 37-year-old Tang Huisheng, a Chinese national, pleaded guilty to four charges of bringing the minor into Singapore for prostitution and living off her earnings, among other things.

Over the past two weeks, he denied accusations that he forced the 17-year-old girl into prostitution.

He also flatly denied hitting the girl, threatening her, feeding her drugs and having sex with her while the minor was in a stupor.

Earlier this week, Tang even told the court he was "truly the victim in this case".

In his own defence, Tang said he is "not a beast" and that the girl was the one who initiated the sex as they were lovers.

These were heard at a special hearing held last week and on Monday, where Tang maintained his plea of guilt but disputed certain facts of the case.

District Judge Shaiffudin Saruwan said in sentencing that despite being fearful of Tang, the minor was still a cogent and credible witness who did not embellish her evidence in court.

The minor was on the stand during the special hearing.

In contrast, the judge said Tang "consistently evaded direct answers" and kept changing his story.

In particular, the judge described Tang's claim that the girl and him were lovers as "contrived".

Calling Tang's acts as "outright cruelty", the judge said the offences show his "staggering degree of exploitation and callousness".

Judge Shaiffudin said Tang's actions are "viewed with abhorrence" and pointed out that he forced the victim to serve a "mind-numbing" 10 clients a day, on average.

He added the fact that the girl tried to escape from Tang's clutches by jumping out of a fifth-level unit, showed the extreme physical and mental threats she was subjected to when she was held hostage in China.

Still, the judge noted that the prosecution's urge for a jail term of at least seven and a half years to be on the high side.

At the end of the hearing, Tang, who seemed agitated, shouted in Mandarin that "this is too unfair" to him, before he was led away.

Last month, the court heard that between May 18 and June 1 this year, Tang collected about S$9,000 from the minor in prostitution earnings.

The girl, who is also from China, had provided sexual services to some 100 clients on about 150 occasions, receiving about S$60 each time.

Tang would then use the money he took from the girl to pay for rental and other expenses, as well as gamble at the casino at Marina Bay Sands. - CNA/nd

SINGAPORE - A Singapore court Thursday sentenced a Chinese pimp to six years in prison for forcing an underage compatriot to work as a prostitute under abusive conditions in the city-state.

Tang Huisheng, 37, had pleaded guilty to multiple charges after bringing the 17-year-old girl from China's southern city of Zhuhai in May and living off her earnings as a sex worker.

Prostitution is legal in Singapore but pimping is banned and any man who pays for sex with a woman below 18 can be jailed or fined. A total of 24 men, including five Chinese nationals, have been charged after paying for the girl's services.

District Judge Shaiffudin Saruwan said Tang's "depravity, callousness and outright cruelty" were viewed with "abhorrence".

"He subjected the minor to extreme sexual, physical and mental abuses," he said, noting that the girl was forced to service a "mind-numbing" average of 10 clients a day over a 15-day period.

"This to me is very unfair!" Tang yelled in Mandarin, as he was led away by prison guards.

According to court documents, Tang took away all of her earnings and lost heavily at a casino in Singapore.

Before arriving in Singapore, Tang had drugged the girl with methamphetamine and forced her to have sex with him multiple times, according to the documents.

She had initially gone to him looking for a gaming industry job in Macau which borders Zhuhai.

The Straits Times newspaper said 17 men who paid for her services have been jailed so far.

The case follows another underage prostitution scandal in Singapore.

Last year 51 local and foreign men including a Swiss ex-banker, Singaporean civil servants and uniformed officers were charged with having sex with a 17-year-old call girl in 2010 and 2011. Most have served jail terms.

The underage prostitute was his lover and she initiated sex first.

She is a bold person because she smokes and has a tattoo. There is no way she could have jumped out of a window to escape from his apartment because it has no windows.

These were some of the startling claims that pimp Tang Huisheng made during the second part of a special hearing on Monday.

The hearing was called because Tang, 37, disputed certain details in the statement of facts despite pleading guilty to four charges earlier, including bringing the 17-year-old here for prostitution and living off her immoral earnings.

The girl he was referring to is a native of China's Shandong province that he had forced into prostitution.

Her heartrending story emerged last month when 24 men were charged with paying for sex with a minor.

The girl was tricked into meeting Tang, who she thought could help her get a job to pay off her late father's medical bills.

Instead, Tang allegedly drugged the girl and forced her to become his sex slave before bringing her here to be a prostitute.

He and his sister, Tang Huiying, also allegedly beat her regularly.

But Tang is contesting certain facts of the case, including feeding the girl Ice (the street name for methamphetamine) before having sex with her and repeatedly beating her.

In a dramatic session in which tempers flared, Tang constantly rambled on, prompting District Judge Shaiffudin Saruwan to constantly remind him to "answer the question".

During cross-examination by Deputy Public Prosecutor (DPP) Stella Tan, Tang claimed he and the girl were lovers and that he had provided for her the few months that she stayed with him.

SINGAPORE: The 18th man to be sentenced in a vice ring case involving the Chinese pimp who forced a minor to serve some 100 clients, has been given a 12-week jail term.

The vice ring case is the third in Singapore that have been uncovered in the past year.

Nordin Mohamed Noor is the 20th of 24 men to plead guilty to paying a 17-year-old girl for sex.

He admitted to paying the girl from China S$100 twice for sex in May this year.

In mitigation, the 49-year-old pleaded for leniency, saying he is in the middle of a divorce and has to bring his son back to Singapore from Indonesia.

The prosecution proceeded on one of two charges Nordin faced.

The sentencing range for paid sex with an underage girl in the third vice ring is between 10 and 12 weeks' jail so far. - CNA/nd
