5 room hdb does not have 5 bedrooms, only have 3 bedrooms , therefore he could not have rent out 4 bedrooms.

Now the flat living room is half in size, with 4 bed rooms which were rented out to four families, both of PRCs and Msians. Confirm more than the 9 person limit set by hdb, as three of families consist of husband & wife with one child while the last one is one PDMM with two daughters.
