7,000 Malay students to benefit from Tertiary Tuition Fee Subsidy

SINGAPORE: Nearly 7,000 students from the Malay community at the polytechnic and university levels will benefit from the recent changes to Tertiary Tuition Fee Subsidy (TTFS), said Minister-In Charge of Muslim Affairs, Dr Yaacob Ibrahim.

The Tertiary Tuition Fee Subsidy (TTFS) scheme is an education subsidy for Malay students, which covers their tuition fees at tertiary institutions.

The TTFS is established through an annual government grant to Yayasan MENDAKI.

The TTFS was founded on two key principles, to build a self-reliant community standing tall with other communities in Singapore and for the better off within the community to help the less well-off.

Addressing Malay-Muslim issues during the Committee of Supply debate for the Ministry of Community Development, Youth and Sports, he said the new income eligibility criteria will continue to ensure that students in financially challenged families are not denied access to higher education, while cultivating the spirit of self-reliance in better-off families.

He said a larger proportion of the Malay students are now able to benefit with the new TTFS criteria.

Under the revised criteria, per capita income with a higher cap and a three-tier system are used as the basis for eligibility.

The scheme was reviewed last year and students now can apply based on per capita income, rather than household income. This allows families with more children to qualify.

He added that those who do not qualify for the scheme could consider taking up an interest-free loan under MENDAKI's Supplementary Assistance Scheme.

Dr Yaacob also explained that the community's self-help group, MENDAKI has implemented enhancements to its Tuition Scheme (MTS) following a thorough evaluation of the programme.

These enhancements include, better quality tutors selected via a rigorous selection process.

These tutors are required to undergo training and are given resources to support the children's learning.

There is also a differentiated curriculum taking into account students' different levels of progress.

Science experiments have also been incorporated into the Mendaki Tuition Scheme.

There is a smaller tutor-student ratio for classes from Primary four to Primary six.
