The lack of significant pressure and near guaranteed job security can easily lead to complacency among our civil servants. My own observations from my time as a civil servant early in my career, reveal numerous colleagues engaged in unproductive personal activities such as gossip, lengthy phone conversations with girlfriends/boyfriends, spending hours on the Internet for non-work-related purposes, watching Netflix on their personal iPad etc. during office hours. In fact, diligent bureaucrats who demonstrate the potential for real work often face resentment from colleagues who feel their own lack of effort is being highlighted. These responsible civil servants are likely to become unwelcome within their own organizations, as their productivity inadvertently makes others look unfavourable.
