Not only thousands of vendors selling tissue papers, but also all sorts of other stuffs like food, drinks, cigarettes, flowers, condoms, porn, newspapers and magazines, cheap clothes, fake designer goods, & etc.. making the streets of Singapore look like the streets of Bangkok or Jakarta.
Singapore is a world class 1st world city and the government must not allow it to look like Jakarta where unlicensed street vendors are everywhere.
If there was no license fee involved, the streets would be flooded with thousands of tissue sellers and this could cause all sorts of problems.
The government therefore has to charge a nominal fee to ensure that only those with a genuine need are allowed to sell tissues.
