The senior prison officer found guilty of causing the death of an inmate by negligence had failed to adequately supervise his men when they were restraining the deceased, Dinesh Raman Chinnaiah, the court heard.

Lim Kwo Yin, 36, who holds the rank of deputy superintendent in the Singapore Prison Service, pleaded guilty on Friday to the charge and was fined $10,000.

The prosecution, recounting the incident of Sept 27, 2010, said Dinesh - who was serving a jail sentence for rioting and theft - had to be restrained after he had kicked a prison warden in his abdomen at about 10.45am in Changi Prison.

He was moved to a disciplinary housing unit and left alone on the ground in a "prone position" by officers under the supervision of Lim.

I don't think he was murdered but just a fine for causing the death of a person through negligence sounds wrong. Reminds me of those fatal road accident cases.

After all those pondings, MRT breakdowns, corruption and/or sex scandals, NTUC kindergarten child abuse, we only just had a veteran policeman murdering two persons in one day, and now a prison warden is found guilty of killing an inmate. :cool:

If Singapore were the Titanic, it has just hit the iceberg.

Statement by the Ministry of Home Affairs:

We offer our condolences to the family of Dinesh Raman s/o Chinnaiah on their loss.

On September 27, 2010, Dinesh Raman, a prison inmate, carried out an unprovoked attack on a prison officer outside his cell in the presence of other inmates. Prison officers responded to restrain him and to place him in a cell. He was left in a prone position in the cell.

Shortly after, due to his unresponsiveness, he was evacuated to hospital where he was pronounced dead. The cause of death was determined to be positional asphyxiation, i.e. the deceased was being placed in a prone position on the ground where he died due to breathing difficulties.

The Criminal Investigation Department conducted an investigation into the incident and referred its findings to the Attorney-General’s Chambers. AGC has charged the officer supervising the incident with Causing Death by a Negligent Act.

Separately, the Ministry of Home Affairs appointed an independent Committee of Inquiry to look into the circumstances surrounding the death, and to recommend improvements to existing systems, protocols and processes. The Committee submitted its report to the Ministry in June 2013.

The Ministry of Home Affairs accepts the findings and recommendations of the Committee and has directed the Singapore Prison Service to implement them.

We hold our officers to a high standard of professionalism. The Singapore Prison Service requires its officers to strictly abide by procedures and protocols, in particular when dealing with prisoners who are violent.

The Ministry of Home Affairs will work with the Singapore Prison Service to determine whether other officers involved in this incident have met the required performance standards, and whether disciplinary proceedings should be taken against any of them.

IN A rare incident in Singapore jails, a senior prison officer was allegedly attacked by an inmate on Wednesday morning.

The inmate had apparently used a sharp object, believed to be a pair of scissors, to stab the officer in the Changi Prison Complex more than once.

A well-placed source told The Straits Times that 26-year-old assistant superintendent of prison Jaiy Santosh was stabbed in his stomach and another part of his body, in his office.

A Singapore Prison Service (SPS) spokesman said that "he is in a stable condition and continues to be under medical observation".

Policeman murdering civilians. Nothing new. But I have to commend the police for using everything but their revolvers to kill. Bravo.

Not just the payment of fine but also his lawyer's fees. In this case, Wendell Wong who was a former DPP is a high profile criminal lawyer and he hails from Drew and Napier. Fees not cheap. As Deputy Supt.he therefore draws a handsome monthly sum!
