In a National Conversation Dialogue, Ms Kong Rui (now PR), daughter of a study mama Ms Li Xiao Ling, asks MOM to help her mother find a job in Singapore due to tightening of foreign manpower policies.

Study Mama (or in Chinese PeiDu Mama) is a MOM policy to allow more Chinese mothers to bring their children to Singapore to study.

Based on Wikileaks report, this pro-China foreign manpower policy in 2001 and 2002 was to increase the declining birth rate of native Chinese Singaporeans and hopefully will convert these People’s Republic of China to Singaporeans and shore up PAP’s votes in the coming Elections.
However, many of these Chinese nationals have a hard time assimilating into Singapore (remember the Sun Xu ‘dog’ incident and Li Jiawei absconding to Beijing, China) and with repeated poor showings in the recent Elections, MOM is trying to clamp down on its foreign manpower policy.
In the report, Ms Kong Rui said revisions to the S Pass framework have her mother, Chinese teacher Li Xiao Ling, in a bind, as her employer, Morning Star Community Services, cannot afford to pay her the minimum monthly salary of S$2,200 to meet the qualifying criteria that kick in on July 1.
Ms Li ventured here from China 13 years ago so that Ms Kong could learn English and go through the Singapore education system.
Ms Kong, 22, was the final participant to speak up at a dialogue that touched on housing and competition for jobs with foreigners, among other issues.
Mr Tan replied that his ministry would look into Ms Li’s case and explore “possibilities” to assist her.
I recommend that one possibility is that Ms Kong Rui should seriously consider going back to China or to United States, just like Li Jiawei and Gong Li.
