1. money to be used to buy a flat/house
(unless rental so cheap that can rent for the next 30 years)

cannot spend more than 300k on house... as need the money to live on

France has cheap countryside houses but not in cities, everyday can makan French food & lim cheap French wine but can you tolerate the stuck up & sometimes racists French? with a French passport you can live, work & travel throughout the EU & also reside in any of their DOM - Département d'Outre-Mer/ overseas French departments like Martinique in the Caribbean or Reunion in the Indian ocean. Visa issues? go get married to a french or pay to get married, cheapest & fastest option.

I sat next to a mat saleh on the plane & he said he settled in Malaysia, i asked him why & he said for him, got 3 options, Malaysia, Thailand & Porto Rico. Thailand was ruled out becos he couldn't speak Thai & didn't want to be treated like a Farang seeking sex all the time. Porto Rico becos too many Americans there but apart from that he loved it. He chose Malaysia becos it was cheap to retire, can speak English & a short hop to Singapore, Thailand & HongKong, Australia not too far away etc. so at the end of the day, it comes down to your own personal preferences.
