the trains on north east and circle lines are indeed without drivers. the only thing that can be done is via the loud speaker in the train to direct the passengers should anything happen. all functions in the train are controlled by the OCC-operations command centre. there are pple in the OCC 24 by 7. every morning before the train starts revenue service, they will do one clean sweep along the line to ensure there is no obstacle on the track. besides that, driverless trains are deem to be safer than trains with drivers.

Initiative is good and necessary, but should only be exercised when all available procedures are exhausted and the problem is not solved. When an emergency occurs in such a large network, various elements need to link with one another to achieve the timely solution to the problem, be it evacuation, improvement of ventilation or simply waiting. If everyone exercised initiative in diverse ways, chaos results, as was the case in Dec 11.

And the only way to ensure the personnel (including drivers) know these procedures is training.

A good example train without driver is the BPLRT. Something happen also don't know and can run over 1 of their own staff back in 2010 I think.
