No... I want a total ban on subletting of whole HDB flats. Doesn't matter if the owner is local or PR or foreigner. You can only rent out a room while you're still living alongside the tenant in the same unit. No more renting in absentia.

If you, the owner, is absent from the flat for an extended period of time (e.g. cosily nesting up in a second home in Batam), you also forfeit the right to rent out a HDB room. Any existing rent tenants get evicted.

suggest you complain to HDB, MP, ministar, etc. all these come from warp policies of 6.9 million people. even got some idiot says 10 m no problem. singapore no longer safe. now every week got murder and suicide. and bastard ah tiongs, ah neh and pinoys. so polluted and expensive everything. so much for swiss standard of living.

Tampines murder: HDB flat owner a new citizen

It was reported last week that a PRC man was arrested for the suspected murder of a PRC woman at Tampines Central 1 early Wednesday (17 Dec) morning (‘PRC Tampines murder: M’sian HDB owner lives in condo‘).

It turns out that the man and woman were husband and wife as further reported by the Chinese media in a follow-up report. The Chinese media reported that the PRC man suspected his wife had an affair and started questioning her all the way to the Tampines flat, where they rented a room from a PRC master tenant.

It was also reported that the master tenant first rented the whole flat from a Mr Chew, who in turn rented out to at least 8 other PRCs living in the flat.

The master tenant later confirmed that he was helping the flat owner to manage the sub-leasing.

Shin Min Daily interviewed Mdm Fadzilah Hanum who lived next door to the HDB flat. The flat is owned by a Malaysian, she said. He married a PRC and the couple live in a condominium while renting their HDB flat out to make money.

According to Mdm Fadzilah, the couple bought the flat 5 years ago. She said, “They lived there for about 2 to 3 years before moving to a condominium at East Coast. They then rented out their HDB flat and there were many tenants seen moving in and out.”

“He gave me his name card and asked me to inform him immediately if the flat gets too noisy. He said he will take care. Nothing has happened until now,” she added.

Mdm Fadzilah also told the media that she had seen mattresses in the living room, indicating that many tenants were staying in the HDB flat at times.

HDB flat belongs to new citizen

Later, ST reported that the unit is owned by a couple, Mr Chew Chak Min and Ms Huang Yuefan. ST also reported that Mr Chew actually works for SAA Architects Pte Ltd.

Further ACRA check by TRE revealed that Mr Chew is a new citizen. He was previously a PR.

HDB guidelines

According to HDB guidelines [Link], only Singapore citizens can rent out their whole HDB flat. Other requirements include:

  • Owners who wish to rent out their flat must meet a Minimum Occupation Period (MOP)
  • Subletting of a flat to one or more non-Malaysian NCs is subject to the Non-Citizen quota for subletting of flat. The NC quota is set at 8% and 11% at the neighbourhood and block level respectively. It applies to subtenants who are Singapore Permanent Residents and foreigners, but not to Malaysians.
  • Owner needs to make sure the flat is sublet to eligible subtenants only
  • Making sure that there is no overcrowding and the number of subtenants does not exceed the maximum number allowed – in the case of Mr Chew’s 5-room flat, the max allowed is 9 persons
  • Making sure that subtenants have entered and are remaining in Singapore lawfully at all times (while rental is in effect)
  • Making sure that subtenants do not further sublet the flat to other persons

In the case of Mr Chew, it appear that he may have infringed on the guidelines of HDB, especially the part about not letting subtenants to further sublet the flat to others.

It’s not known if HDB will penalize Mr Chew, a new citizen of Singapore, for any infringements.

This new citizen has great professional credentials. He is a far greater asset to Singapore than the average Sinkie PMET, whose CV is worth crap by 40 years old, and is destined for a permanent career driving taxi or a security guard. Or both.

This case highlights why and how cronies of Papies having all academic qualifications and right connections are skewed towards greed for higher yield returns even though they are already NOT earning a peanut salary.

To be a director of some companies which are linked and involved in huge gov contracts but in his personal life to get entangled with some low life PRC. LoL

The PAP government assumes every HDB owner is a rent seeker. Every year, we all have to pay property tax on presumed income earned from renting out our property, regardless of whether we did it or not. Chew is a shrewd guy by owning two properties, and getting his tenants to pay off his HDB loan on his behalf. With each passing year, Chew owns more and more of his own property, while his tenants own squat despite paying so much rent faithfully. This is a concept beyond most simple-minded sinkies, who don't see far beyond the latest handphone models.

Rats, Food and MRT Stations.
I have written on this subject before but recent rat colonies found near Bukit Batok MRT Station prompted me to revisit this issue.The photo below of rats caught by pest control unit so close to Bukit Batok MRT station is a warning sign of more things to come if we do not take measures to control food disposal.With so many food establishments so close to the station as shown in the 2nd photo there will come a day when these rats will be found hiding and nesting within our underground stations.

When l was studying the London Underground before we started building our MRT we were advised not have food on trains and that, there should be a buffer zone between food shops and the MRT stations.The no food and eating rule in the trains was instituted and no food shops were allowed close to the stations.

However overtime, policy changed and l can see food shops even close to the entrance to the stations. Bukit Batok is one example where food shops are very close to the stations.
Rats thrive on food waste so they tend to nest close to these outlets.They bred fast and grind their teeth on firm materials including our underground cables leading to short circuits and train disruptions in future.

There are so many ways to manage this.The most important is to deprive them food.Thus we citizens must understand this and and discard food waste properly at home and at food establishments including hawker centres and markets...Also feeding of stray animals must be responsibily done by picking up any left overs and nothing is left behind for the rats to feed on..Policy on how far the buffer zone between food shops and stations must be reviewed.

It is a question of nipping the problem early or suffer the consequences of rat illness like leptospirosis and potential train disruptions in future.
