Using CCTV to nab high-rise litterbugs

THE authorities are exploring the option of installing closed-circuit television (CCTV) cameras in housing estates in a bid to nab high-rise litterbugs, said Minister of State for Environment and Water Resources Amy Khor in Parliament on Tuesday.
Two trials were done last year, in HDB blocks along Commonwealth Close and Bukit Panjang Ring Road.
In the first trial, a camera was placed at the rooftop of a block opposite the one under surveillance. In the second trial, the camera was placed at ground level.
The move comes at a time when complaints of high-rise littering rose for the third year running last year.
Some 4,449 such complaints were logged last year, up from 3,475 in 2009 and 2,499 in 2008.
Over the same period, nine people were prosecuted and were served with Corrective Work Orders (CWOs) or fined.
