The modus operandi is that these bright kids from top schools but from fairly humble family backgrounds, are offered scholarships that take them into the SAF, to overseas universities and then fast-tracked as officers in the SAF. After years in the SAF. they retire as LTC, Colonels or even Generals and are then shipped into GLCs or Govt linked entities. Plus point for these scholars is that they get a lifetime of financial security for themselves and their families. Minus point for Singapore is that the country loses a whole bunch of bright sparks who could have been great value creators for the country and perhaps even the world, but end up being lifetime bureaucrats loyal and in some cases, subservient to the PAP.

The main reason for the importation of CECAs, and 3rd class PRC (of which there are more then CECA) is to generate more GDP. Ministers and PeeM financial compensation is is partly based on their KPI of GDP growth. They can increase their compensation by 50-100% if they generate enough GDP. That is why you see new HDB housing estates in Bidadari, Tengah, etc. when the Singapore population growth is zero. Also new lines and MRT stations when there is already too many. New airport terminal being build when we don't need it. Roads being constantly build and torn down etc. All this just to generate GDP for the massive imports of FT.
