If you go by conventional IQ tests, yes. But it all depends on what our definition of 'intelligence' is, and what IQ tests actually measure.

No one has come out with a 'creativity quotient' yet, because it's difficult to agree on what creativity is, and what parameters to include or exclude from such a measurement.
But the Singaporean education system is tilted heavily towards rote learning and acing exams as well as a narrow emphasis on the sciences, which don't usually bode well for creative thinking.

So a more accurate table could be if you make a comparison between cities. I am sure Boston etc may top the score.
Urban dwellers do tend to score higher than rural folks. That said, in practically every major IQ study conducted, north-east Asians and Ashkenazi Jews have come out on top, even for American population samples. So an inter-city comparison will probably favour cities with large N.E. Asian or Jewish populations.

IQ tests measure intelligence quotient, i.e. the ability to make logical deductions.
That's why the test usually consists of lots of shapes and numbers so that the people taking the test can logically deduce the next in the sequence.
A well crafted test should not be testing wisdom, language, general knowledge, memory, artistic ability, understanding of cultures, etc, because that is not what intelligence is defined to be.

Most IQ tests only test for 3 types of intelligence: mathematical-logical, visuo-spatial, and verbal-linguistic.
But some psychologists are leaning towards there being multiple intelligences, which include musical, bodily kinaesthetic, naturalist, intrapersonal and interpersonal intelligences.
If tests were devised for these other types of intelligence, some of the currently 'weaker' races might actually come out on top. E.g. blacks might do better than whites or Asians on the musical and bodily kinaesthetic scales. Mozart might have come out very average on logical IQ tests but would score in the genius range in musical IQ.
