The insignificant nobody me is not sure if the case had been resolved, but should such strange noises be heard, there need not be fear but only investigations, as those residents had shown willingness to do so. It is only SOUND WAVES, & can be tracked. All what one needs is a compass, a ruler, a pencil & an easily printed scaled map of the vicinity within 1 km radius. The method to be used is MATHEMATICAL VECTORING ( Intersection of lines).

Step:-

1) have the compass on hand, listen to the source DIRECTION of the sound. Example:- if it is due North, then draw a straight line on the map which must be aligned to the compass point.

2)Move to another location - 300m away, do the same as Step 1.

3) Move to a few other locations as in Step 2 and do the same.

Where the lines INTERSECT on the map, will provide one with the exact location, or closest to it within a range should the lines do not intersect. Repeat the same investigations again & it will provide one where the actual source of the emitting sound.

Should the lines show a location, if within a HDB block which may be of 15 to 20 storeys high, then one needs to go to each floor, to determine the Height of the sound source - the one that has the loudest decibel will be the source.

Margin of error:-

Sound waves can be blocked by physical structures & create echoes, thus may misdirect one from the source, but in the end, if more experiments are done, it will reveal where the source is.

Confrontation with the owner of the source:-

Freedom is a power that comes with responsibilities to others sharing the same space. There need not be hurtful words which will put one on the defensive leading to unintended, useless & senseless quarrels, & most of the time, just careful mindful words will help to convince another to cooperate.

SINGAPORE: Since the start of the year, some residents at Compassvale Drive have been plagued by chanting and knocking noises that can be heard at all hours of the day and night.
The sounds, described by residents as an audio recording of sutra chanting and knocking on a "wooden fish" – a ceremonial instrument used by Buddhists – could not be heard when CNA visited the flats on Monday morning (Jan 30).

But several residents said they had been hearing the noises for weeks, most recently on Sunday. Most of those affected live in a corner of Block 201C, Compassvale Drive.
A resident on the 11th floor who only wanted to be known as Mr Choo, 67, said the noises could be heard in his home at all hours of the day and night and were "very loud".
When it first started, Mr Choo thought the noises came from a wake and would only last a few days. He estimated it has now been two weeks.
The noises have woken him up in the middle of the night, so he has taken to closing the windows of his master bedroom before going to sleep.
Mr Choo believed the sounds were from a recording because "they cannot be so amazing (as to chant and knock) from morning for several hours, it's impossible".

"When I go to sleep and wake up in the middle of the night, it's still that sound. When I wake up in the morning, it's that sound again," he said in Mandarin.
Another resident on the fifth floor who only wanted to be known as Ms Grace, 50, has also had difficulty falling asleep because of the noise.
It can be heard the "whole day" from her bedrooms and kitchen, and has been affecting her since the start of January, she said.
An unsigned handwritten notice calling for an end to the noise was affixed to the wall near the ground floor lift lobby when CNA visited.
"Be considerate to your neighbours and lower down your volume or close off your windows," it read.

UPSTAIRS NEIGHBOUR​

A 71-year-old resident of Block 201C, who declined to give his name, said he believed the noise came from the flat directly above his.
The resident recalled that when he moved into the flat a decade ago, he also had similar problems with his neighbour upstairs.
At the time, he tried asking the neighbour to lower the volume. The neighbour did not open the door to him, but started playing recordings from a speaker set on a chair outside the front door, he claimed.
The neighbour whom the resident was referring to did not answer the door when CNA visited.
"It was very much a headache because we had to get up for work last time. Our kids were still small and had to study, it was a headache," the 71-year-old man said in Mandarin.

After the initial attempts to speak to his neighbour were unsuccessful, the man and his family decided not to pursue the matter.
In the intervening years, he still heard sounds from his neighbour's flat. But they started to get louder at the start of this year, he said.
The noises have also started to affect residents farther away, in neighbouring Block 201B, Compassvale Drive.

Ground floor resident Mr Mohammad Shafie Rusli, 26, recalled hearing the chanting and knocking noises from November last year.
Mr Shafie, who comes home from work at around 2am to 3am, said that the sounds are already ongoing when he reaches home, and continue through the night.
The noises are so loud that he at first suspected they came from his own block, which is separated from Block 201C by a fitness corner and a small path.
"It doesn't disturb me ... I'm just very curious where is it from, that's all," he said.
"Because it's their religious (practice) and I do respect their religious (practice). So the only curious part for me is that, where is it from? Which unit? That's all."
Mr Choo similarly said that he has not asked around to find out the source. Neither has he lodged a complaint.
"When people chant sutras you can't interfere," he said. "Because this is their religion. You can't say (to them), you can't do this. The most you can do is ask them to lower the volume."
CNA has contacted Sengkang Town Council for comment.

For owners of HDB public flats, the Ministry of National Development DO have the RIGHT to evict owners whom are a nuisance to other HDB owners & to the greater Community, and such actions are NEVER taken lightly. The Ministry had set up tribunals, to resolve conflicts such as the INTER AGENCY Community Dispute Management Framework (CDMF) & Community Disputes Resolution Tribunal (CDRT). Our forefathers had since Independence, had NEVER waivered on ensuring there are NO homeless in Singapore thru many, many more initiatives, progressed over years, to uplift citizens & their environment.

As the loud sounds had became unbearable within the community, something must be done, & FOR SURE, elected legislators of the constituency, HDB & many more other authorities had done the usual manner by sending letters to convince the owner to pipe down the sounds. Sadly, it did not work for months if not years as neighbors had attested.

The only logical next step is MND & HDB thru judicial actions to compulsory acquire of the public HDB flat from the recalcitrant owner, to save the peace & serenity of the environment, but it will mean a fellow Singaporean citizen being left behind..& homeless...

Perhaps, there may be another avenue to resolve the issue. It is a civil issue, but it has roots in religious beliefs, a freedom & right to every Singaporean, thanks to our far sighted Founding fathers & forefathers whom gave us our todays. The solution possibility may be:-

a) the authorities engage a Buddhist monk with great patience from the monastery/temple which has the largest following of citizens in Spore, to visit & engage with the flat owner OR sit outside the source of the flat's noise for 3 days & nights should he/she refuses even to open the door to a fellow believer, more so a monk whom had dedicated himself, made sacrifices in life, to teach others the scriptures of Buddhism to help their believers find solace in temporal life.

b) The neighbors to offer a chair to the venerable monk, 3 hot vegetarian meals a day, water anytime as well as access to their toilets for him.

The aim:-

a) To convince the owner of the flat that he/she need not cause such happiness to neighbors sharing the same space, & bring questions upon the taught Buddhist faith of live & let live.

b) The 3 days & night sitting outside the owner's flat is for the opportunity to talk to the owner, as he/she will have to leave the flat at some point of time - to work, or run errands, or to buy food, etc.

Should such still not work.. then the Rule of Law which every citizen had sworn to uphold, will have to apply, or else chaos will ensue within our multi cultural society. Perhaps the owner of the flat have personal issues & will require psychological or spiritual help. If it is psychological, the owner of the flat can be convinced by the monk to seek help with assistance with govt's (taxpayers funding) help, or if it is spiritual, perhaps a short stay within the monastery for the owner to find solace..

We, as a civilized society, will leave no one behind...

The problem is that the fellow increase the volume. That is noise pollution. Being religious is not about being a pollutant.
