Sylvia Lim has flip-flopped and changed her story on Vichy WP’s failed IT system just as often and impulsive and desperate as Cecilia Sue had changed her testimony.


First, Sylvia ‘Cecilia Sue’ 莲 claims that AHTC is grossly mismanaged as Vichy WP needs to develop a totally new IT system because she was served a notice of termination by PAP-owned AIM with a tight deadline of 1 August 2011:

After the General Election in May 2011, the Town Council was served with a notice that the Town Council’s Computer and Financial Systems will be terminated with effect from 1 August 2011 due to material changes to the membership of the Town Council.

Flip-Flop #1:

When challenged, Sylvia ‘Cecilia Sue’ 莲 flip-flops and admits that she was actually given extensions, 2 times, until 9 September 2011 and not a deadest deadline of 1 Aug 2011. After that date, Vichy WP failed to ask for another extension. Vichy WP’s refusal to seek another extension contributed to its AHTC mismanagement:

But yesterday, AIM's Chairman, S. Chandra Das said in a letter to The Straits Times: "If AHTC had asked for a longer extension, AIM would have similarly agreed. However, after the second extension, AHTC did not ask for further extension."
The first extension was until Aug 31 and the next, until Sept 9, added Mr Chandra Das.
Last night, Ms Lim said the first extension was achieved through an intermediary, who said the extra month had to be "fought for".
She said: "We were certainly not given to understand that there could be any extension after this."
Ms Lim declined to name the intermediary but added, "It's someone who I think also knows the people involved."
The second extension was given to managing agent CPG facilities, which worked for the previous PAP administration of the town council. Its staff had sought the extension to audit some of its processes, she
said.

Sylvia ‘Cecilia Sue’ 莲: "We were certainly not given to understand that there could be any extension after this."

Sylvia ‘Cecilia Sue’ 莲was obviously and deliberately “mistaken” as a second extension was easily given. Then, how could she be so “certain” and “understand” that 3rd or 4th….extensions could not be given?

Then, Sylvia ‘Cecilia Sue’ 莲 flips-flops and changes her story. She admits that Vichy WP had indeed told AIM “sometime in June 2011” that they are developing its own IT system. But she conveniently fails to ask AIM to let them use AIM IT system or she has ever intended to continue her affair with the PAP system in the first place, just as the ever forgetful Cecilia Sue failed to elaborate whether she had intended to continue her affair with the Gay in the first place:

AIM had issued notice of termination of the systems, effective 1 Aug 2011. The new management at AHTC had requested an additional month, from 1 to 31 Aug 2011, mainly to do parallel testing of the front-end of the system, which AIM agreed to after intercession. After 31 Aug, the former system was no longer operational at AHTC.

As for developing an alternative replacement IT system for town management for AHTC, AIM reportedly said that AHTC had indicated sometime in June 2011 that it was developing its own system to serve residents. At the time, the Workers’ Party (WP) MPs who became the incoming management of AHTC were acutely aware of the possible termination of the computing and financial systems at short notice by AIM, hanging over AHTC like the proverbial Sword of Damocles.

Flip-Flop #3:

“What justification was there for the Town Councils to relinquish ownership and leave the continuity of Town Council operations at the mercy of a third party? Residents all over Singapore have a right to know,” asked Sylvia ‘Cecilia Sue’ 莲.

But when justifications were given, Sylvia ‘Cecilia Sue’ 莲 chickens out, flips-flops and changes her story again. She admits that she is unable to verify the accuracy of her accusation. Instead, she changes her story that it was AIM that first issued the termination letter on 22 June 2011 and not Vichy WP that had asked for its termination:

The conflict of interest between PAP and AIM must have be-known to the hammer heads since they inherited Aljunied more than a year ago; unless of cause they saw nothing wrong with the arrangement then.

The only reason WP has brought the AIM issue to light is to deflect blame away from the RED band they had received.

Given this latest, Welcome development, I believe the goal of protecting the public and residents' interests would be better served if the government investigation and review were to first proceed. After the completion of the review and publication of its findings, the matter can be raised in Parliament again as the circumstances require.

That was then, and this is now…..another flip-flop.
