NParks assistant director charged with knowingly giving false information

SINGAPORE: An assistant director with the National Parks Board (NParks) was charged on Thursday with giving false information to public servants.

42-year-old Bernard Lim Yong Soon is accused of giving false information to officers from the Ministry of National Development (MND) about his relationship with a director of Bikehop Singapore - the company that was at the centre of the controversial Brompton bicycle purchase last year.

He allegedly told them that he did not have a personal relationship with a Bikehop director - Lawrence Lim Chun How.

He also allegedly said he met Lawrence Lim for the first time at a meeting to discuss the delay of a batch of Brompton bicycles to NParks.

According to the charge sheets, Bernard Lim gave this information which he knew was false - knowing it meant that his personal relationship with Lawrence Lim would likely not be investigated.

Bernard Lim also faces a second charge - with abetting Lawrence Lim in denying their friendship to the MND officials.

Previous reports have said that Bernard Lim was friends with the owners of Bikehop Singapore.

No further action will be taken against Lawrence Lim.

Bernard Lim was suspended last year over the purchase of the foldable Brompton bicycles when discrepancies were uncovered that suggested a possibility of bias in the procurement process.

This followed an internal audit the ministry carried out after it came to light that each bicycle cost S$2,200.

NParks had purchased 26 bicycles - totalling some S$57,000 - as they were needed to improve productivity of staff who inspect trees and sites.

The purchase raised eyebrows and led to questions about the tender which was called during the Lunar New Year period, and where a six-day deadline was set for interested firms to respond.

The contract was eventually awarded to Bikehop Singapore, the only company to make a bid.

Lim was not charged with corruption, as might have been expected. The Attorney-General's Chambers said this was because after investigators and prosecutors assessed the case, they found no evidence of corrupt intent and gratification between the two men.

An AGC spokesman said that in all corruption cases, there must be corrupt intent and gratification. The spokesman added that there was no evidence of any gratification flowing from Lim to Bikehop's Mr Lim, or vice versa.

For giving false information to a public servant, Lim could be jailed up to a year and fined S$5,000.

His case will be mentioned again on 27 September.

Lim's lawyer, Mr Lawrence Ang, said he will be taking further instructions from his client. - CNA/xq

NParks assistant director charged with knowingly giving false information

SINGAPORE: National Parks Board (NParks) Assistant Director Bernard Lim Yong Soon, who was last year investigated by the Corrupt Practices Investigation Bureau (CPIB) for his involvement in the procurement of 26 Brompton bicycles, was on Thursday charged in court with one count of knowingly giving false information to public servants under Section 182 of the Penal Code.

He was also charged with one count of abetting the same offence, by instigating Lawrence Lim Chun How, a director of Bikehop Singapore Private Limited, to also knowingly provide false information to public servants.

According to court documents, on 18 July last year, Bernard Lim, 41, allegedly told the Ministry of National Development (MND) Internal Audit Unit’s (IAU) Deputy Director Stacey Tee Hwee Teng and IAU Assistant Director Tan Choon Lin, as well as MND’s Senior Director of Corporate Development Felix Loh Chee Wai, that he did not have a personal relationship with Lawrence Lim.

Bernard Lim allegedly lied to the MND officers that the first time he had met Lawrence Lim was at a meeting to discuss the delay by Bikehop in the delivery of a batch of Brompton bicycles to the NParks, knowing that by doing so, the MND officers would omit investigating his personal relationship with Lawrence Lim in the course of the IAU’s internal investigations into NParks’ procurement of the 26 Brompton bicycles from Bikehop.

At a hawker centre along Shunfu Road sometime between June and July last year, Bernard Lim also allegedly instigated Lawrence Lim to provide the same false information to the above two MND IAU officers, thereby abetting in the commission of the same offence.

For the offence of giving false information to a public servant with the intention or knowledge that it would likely cause the public servant to omit anything which the public servant ought not to do or to omit if the true state of facts were given, Bernard Lim faces up to one year in jail or a fine of up to S$5,000, or both.

For abetting the offence to be committed, under the second charge, he faces the same penalty as per the offence.

The case will be mentioned in court again on September 27.
