Molester gets 21 months jail, caning

TWO days after molesting his teenage sister-in-law, a man went on to touch his eight-year-old stepdaughter.

The 39-year-old man earlier pleaded guilty to two counts of outrage of modesty and one charge of drug consumption. Another molestation charge was consiered during his sentencing.

A district court heard that the accused's 14-year-old sister-in-law was in the living room watching television and talking on the phone when he came and stroked her thigh. He also kissed her on the cheek.

Two days later, he molested his young stepdaughter, who was watching television at the time.

Investigation showed that he had also touched the girl improperly on a few previous occasions.

District Judge Jasbendar Kaur agreed with the prosecution that his conduct was reprehensible.

She jailed the cleaner seven years and six strokes for taking morphine in February, and a total of 21 months and three strokes on the two molestation charges.

All the sentences are consecutive.

SINGAPORE: A recalcitrant drug abuser has been sentenced to a total of eight years and nine months' jail for consuming morphine and molesting two of his young female relatives. The 39-year-old cleaner, who cannot be named to protect the girls' identity, will also receive nine strokes of the cane.

The man first molested his sister-in-law, who was then 14 years old, in their flat on May 9 last year.

The secondary school student was chatting with a friend over the phone in the living room when the man came up to her and stroked her thigh. He also kissed her once on her left cheek.

Deputy Public Prosecutor John Lu said that the cleaner then tried to kiss the girl on the lips but she pushed him away.

Two days later, the man molested his then eight-year-old stepdaughter by touching her private parts.

The girl, who addressed the cleaner as "daddy", only told her mother about her ordeal after her aunt lodged a police report against the man.

DPP Lu pressed for a stiff sentence, saying that the man had committed "heinous acts" on the two girls in the sanctity of their home. Mr Lu added that the cleaner had "blatantly abused his position to satisfy his own lust".

District Judge Jasbendar Kaur agreed with prosecution and said that the man's conduct was "reprehensible".

The court heard that officers from the Central Narcotics Bureau arrested the man in February at the void deck of a block of flats as they suspected that he was under the influence of controlled substances.

The authorities examined his urine sample then and found that it contained morphine.

The cleaner had abused the same drug prior to this and was sentenced in 1998 to five years' jail and three strokes of the cane for the offence.
