AN UNEMPLOYED man who set fire to Housing Board flats and harassed debtors was jailed for six years and ordered to be given six strokes of the cane on Tuesday. The prosecution had sought a deterrent sentence against Zuraimi Abdul Rahim. From February until his arrest on Aug 4, the 29-year-old debtor-turned runner committed harassment jobs and poured inflammable liquid into the doors of debtors' flats on the instructions of no less than three loansharks. He had earlier pleaded guilty to three counts of mischief by fire and and six charges of harassing debtors on behalf of unlicensed moneylenders. Seven others were considered during his sentencing. Deputy Public Prosecutor Sabrina Choo said there had been a dramatic surge in loanshark and harassment cases in the fourth quarter of last year, with the number of reports rising by 20.7 per cent from 9,765 in 2007 to 11,789 last year. For the first three months of this year, 9,395 reports were made, an increase of 97.4 per cent compared to the same period last year.
