Apparently, my resources have said that LKY was involved in the setup of all the Gangs No.18 and 369. i went thru "resettlement" in two areas, both places had fire broke out for no apparent reason. Always start at the empty unit, where the owner move out after accepting the compensation, and spread to the other units where residents have not move.
