Lee Hsien Loong made this promise (see below) in February 1991.
While he left himself enough wiggle room by using "seriously consider", he also said that Malaysia must have its reason for not abolishing the Act. Now that Malaysia has shown that it has no reason not to abolish the Act, Lee Hsien Loong has no choice but to keep his word and repeal the ISA despite the "seriously consider" wiggle room he tried to create for himself.
