He is very probably not asleep but probably overwhelmed by his job and the tasks.

Look at the recent issues and outcomes. Most of it are reactive solutions, meaning it happened and then they take action. Not proactive like how his father handled it, where it was closed before even it could happen.

The way tasks are handled probably shows that he (and probably his team) has too much on his plate and is trying hard but unable to handle all in a timely manner, leading to reactive solutions. We probably need more good men/women to step up but I am afraid the current team may have to ask for the help first which may be a tough side for a leader to show..
