He followed a woman into a lift and later squeezed her buttock, earning him a slap from the victim.
Despite the slap, Habib Noor Yusoff, 25, continued to follow the woman to her Boon Lay flat during the incident on Aug 7.
He even stood outside the flat and performed an obscene act in full view of her, after she had run in and locked the gate.
Yesterday, he was jailed for eight months after pleading guilty to outraging the modesty of the 24-year-old woman and committing an obscene act in front of her.
This was even as the man, whose occupation was not mentioned in court, had been ordered in August 2011 to undergo treatment after committing two obscene acts in public.
The court heard that Habib Noor squeezed the woman's buttock around 5am on Aug 7 as she was leaving the lift.
Shocked, she slapped him and, as she ran to her flat, saw him pulling down his shorts.
Habib Noor then stood outside her flat and began performing the obscene act, continuing with it even after she said she would be calling the police.
He left by the time her boyfriend came out of the unit to confront him, but was caught at the void deck after the boyfriend asked passers-by to help.
The police were called and Habib Noor was arrested.
Calling for him to be jailed for at least six months, Deputy Public Prosecutor Daphne Lim cited a report from the Institute of Mental Health that said Habib Noor was not suffering from any mental disorder.
He had chosen to indulge rather than control his "over-enthusiastic sex drive", and had clearly not mended his ways despite having been sentenced to undergo treatment previously, the report said.
Habib Noor also admitted hurting a man on Dec 5 last year by rashly throwing a plastic chair at him at a coffee shop.
For using criminal force to outrage his victim's modesty, he could have been jailed for up to two years, caned and fined. For committing an obscene act in a public place, he could have been jailed for up to three months and fined.
