A 21-YEAR-OLD loanshark runner was sentenced to 16 months' jail and two strokes of the cane on Friday for harassing debtors and attempting to cause annoyance to occupiers of a flat. Former car mechanic Tian Boon Keng admitted to trying to cause annoyance at Block 127 Ang Mo Kio Avenue 3 by bringing a can of paint and a bicycle chain to a flat there on July 11. He also admitted to splashing paint on the door of a debtor at Block 553 Serangoon North Avenue 3 the previous night. The court heard that the Ang Mo Kio resident, whose family had been harassed by runners of loan sharks, saw Tian behaving suspiciously on July 11. He spoke to him and noticed that he was holding a plastic bag with a bicycle chain. When he later saw Tian near his flat, he detained him and called the police. Investigation showed that Tian had stood as a guarantor for a friend who had borrowed $4,000 from an unlicensed moneylender late last year. Sometime in the middle of the year, he agreed to work for an unknown man who had called and offered to pay him $50 for every debtor he harassed. Another harassment charge was considered during his sentencing.
