Police were busy trying to arrow each other to see who has to response to this call. That is why it took 3 hours. After being roundly defeated by apunehs in the LI riots, any mention of snakes make the mata think of snakeskins, and hence pee in their panties. The squad car send there must have lost the long chiam pas at the station. Imagine their relief when it was really a snake and not an apuneh snakeskin.

This is because the 3 departments were busy debating whose responsibility it is to attend to the snake. The police feels that since the snake did not commit any civil or criminal offence, it does not fall under their purview. National Parks Board refused to attend to the snake because there is no proof the snake came from nearby forests. SMRT refused to attend to the snake because clearly the snake is trespassing and should be arrested.
