Ground commander could have done more to deter rioting crowd: COI

But DAC Lu told the committee he decided to "hold the ground" in a defensive position behind shields, as he and his eight other officers were outnumbered.

DAC Lu said there were about 150 rioters around them.

Scholar kiasi.

He told the committee he drove from home in plain clothes to the scene, right after he was informed of the incident.

Hoping to get a pat on the back?

But DAC Lu could not find out the number of officers on the ground, as the communications network was “jammed”.
Why was the network jammed? How much money does the SPF spent on comms?

He also added that he and his officers were surrounded by rioters who were pelting projectiles at them non-stop.
That's the reason why the police should respond to deter the rioters.

Based on his assessment, DAC Lu said it was best he and his men stayed where they were, as he had reason to believe the crowd would close in on them, if they left their shields.

Kiasi lah.

Committee member John De Payva, a former labour chief, pointed out that DAC Lu -- who was not in police uniform -- could have walked to other parts of the riot scene to find out more about the situation, including determining the number of officers on the ground.

But DAC Lu said he had been struck by projectiles twice and the crowd had targeted him.
kiasi

He also added that, according to police procedures, commanders should not be involved in the heat of action and lose focus of command and control.
In case kiasi was not a good excuse, use SOP as excuse to do nothing.

So, the common theme is Scholar Kiasi.

From what I know, there is only one LMS who may be appointed CP or D Prisons in the near future. None other than present DCPIB Wong Hong Kuan. He was DC before he left.

I was unaware that WHK was a LMS.
If he was DC before he went to CPIB, then he must "rank" above the current DC.
Surely, he will be in line to be CP, unless he makes a major mistake.

Is WHK older than NJH?

Where was the current DC (of Indian descent) before he was promoted to DC? a SAC?

Who is going to get hurt when you fire these shots in the air? Members of public?

what goes up must come down. stray bullets have no eyes. the trajectory of the bullet can be calculated, the velocity of the bullet can be lethal.

He was in charge of security during the first WTO meeting at Suntec.

He was in charge for the island wide search for mas selamat.

I only remembered him as a small boy whose shoulder was too short to accommodate the crests of his rank and it looked real cartoon.

Thank you.
May be, he would not want to be the CP?

Why be CP when can be DS then PS? GYH, TTB and KBH never made it to PS after they left. WHK wont have problem becoming PS before 45 or 46.

But GYH and KBH may not be PS material.
I do not know about TTB?

I am sure WHK would rather be PS, than CP.

DAC Lu's actions in the 30 minutes between his arrival and that of the Special Operations Command troops led a committee member, former police commissioner Tee Tua Ba, to say that he "made the problem worse"

His decision to hold the ground is understandable. I believe any other comdr would have given the same orders. But imo holding the ground cant jalan when violence erupted - burning of vehicles and overturning them.

When that took place, they should fire warning shots to stop the escalation. Who is going to get hurt when you fire these shots in the air? Members of public?
Warning shots, but if and when the rioters charge at a police officer, that officer should aim and shoot at the rioter(s).
How many rounds does each police officer have?

In this case, he might as well stay home and don't bother to come. Perhaps his juniors could do much better on their own using their initiative to quell the riot instead of having to PROTECT their cowardly boss.
I agree
May be the ASP and DSP could have been more effective.
