CONSULTANT haematologist Dr Toh Keng Kiat, and a former Nominated MP, has been suspended from practice for three months by the Singapore Medical Council (SMC) for failing to exercise due care to his patient and carrying out the appropriate clinical examination and tests for treatment. The patient, who suffered from Lymphoma, later died of Hepatitis-B with Non Hodgkin's Lymphoma as a contributing condition. He saw Dr Toh at K K Toh Clinic in Camden Medical Centre on Feb 3, 2005. Although it was the usual practice to test Lymphoma patients for Hepatitis-B serology prior to administering chemotherapy on such patients, Dr Toh failed to do so before administering chemotherapy to the patient between Feb 11 to April 26, 2005, said the SMC in a statement on Monday.
On May 12, 2005, the patient was tested and diagnosed with Hepatits-B and hospitalised at Gleneagles Hospital. Three days later, Dr Toh discharged the patient although it was a serious condition that was potentially life threatening. The patient died on May 26. At a disciplinary inquiry held on Sept 28 and 29, after a complaint was made by the patient's wife against Dr Toh in August 2005, the consultant pleaded guilty to two charges of failing to make an adequate evaluation of the patient's medical condition and manage the the Hepatitis-B infection that the patient developed during the course of treatment of his Lymphoma with chemotherapy. The SMC also censured Dr Toh, ordered him to provide a written undertaking that he would not engage in similar conduct and pay the costs and expenses of the proceedings. Dr Toh was an NMP from January 1992 to December 1996.
