A SNEAKING suspicion by Workers' Party chief Low Thia Khiang that PAP town councils were writing off arrears in service and conservancy charges (S&CC) was dispelled yesterday by the managers and MPs of those councils.
Seven of them told The Straits Times they write off only a tiny amount of unpaid S&CC, typically around 0.1 per cent.
Even then, it is only done in very special circumstances, like when a debtor is in jail or cannot be traced.
MP Zainudin Nordin, who chairs the Bishan-Toa Payoh Town Council, said his council worked hard to collect every cent.
'Even after a person has passed away, the liability is passed on to the next-of-kin. It is possible to collect these sums,' he said.
On Tuesday, Mr Low issued a statement implying that People's Action Party town councils could have written off bad debts to improve their arrears management scores in the recent Town Council Management Report (TCMR).

I wonder whether we can will money owe or money remains to someone?

If people can state in their will, that it will go to a totally unrelated individual or organization. If at the time the will is written, he has a positive estate but what if he has an outstanding debt when he died? Will that someone foot the bill?

Because I like to will it to some MIW, while I still can. :p

I guess... even after the old man has passed away, his evil deeds and accountability are passed on to his next-of-kin. It is still possible to freeze their accounts and make his entire family accountable..

This is illogical. The payee or account holder is no longer around and they expect to chase repayments from his family members? If the deceased is staying alone in a small flat and he passed on (definitely there would be arrears like PUB, SC & C etc) and so our govt agencies expect to collect every single cents outstanding from his family members?

Our country is really only about money and our govt has shown itself to be cold hearted to its citizens. Why do we keep voting them in? It is time for an alternative voice and having more down to earth man/woman into parliament to manage this country before it becomes only for the elites and majority will be left behind.
