A Man-Made Island - But Not Assessible To Singaporeans

If I may bring our readers mind to a man-made island that is today a "white-elephant"of sorts.
This island is opposite the Seletar Camp and on its left is the Ponggol Marina.
Why are residents not allowed assess to this place?
Millions of dollars may have been wiped out in creating that huge island.
What was it originally meant for?
The construction started somewhere in late 70's. Our nation was finacially down then.
The project was then meant for a highway. Pre TPE/SLE E'way days.....
Now the SAF bars people from going there.
Hope some "mysterious" work is not going on there ala James Bond
Readers can see it from Ponggol marina where the boats are moored.
Alternatively, from the reclaimed land at Ponggol Seventeenth Avenue.
Remind me of the old 007 movies "You Only Live Twice" where Blofeld used a volcano for his "anti-world" activities.

They're Pulau Punggol Barat and Pulau Punggol Timor.

They are accessible either from Yishun Avenue 1 or Punggol way. At the moment, they're used as sand and granite storage facilities.
