A Telco advertising director and a Mexican IT consultant were the latest to be charged yesterday with having sex with a 15-year-old student – taking the number of men charged to five.

Kwek Chuan Shan, 35, who resigned earlier this week from StarHub, is accused of committing seven sexual offences with the girl at a flat in Redhill Close in November last year. He is represented by Mr Amarjit Singh Sidhu who successfully applied for the case to be adjourned until Nov 20, reports the Straits Times.

Ramos Lobaton Alan, 26, was also charged yesterday. The Mexican is accused of 12 counts of sexual penetration of the girl at a flat in Ang Mo Kio between October and November last year.

Ramos, represented by lawyer Diana Ngiam, is released on $20,000 bail. A pre-trial conference will be held on Nov 25.

The other three men – Ngo Choon Seng, 28, Chee Wei Tong, 24, and Malaysian Jared Chan Yee Mun, 32 – were charged last week.

On Tuesday, District Judge Low Wee Ping rejected Chan’s application for permission to leave for Australia where he lives and owns a restaurant.

The Malaysian, who was arrested while in transit at Changi airport, faces two charges of sexual offences and one of committing an indecent act with the girl at a Changi hotel on Oct 5 last year.

Ngo faces two charges over incidents which allegedly took place in a car at a multi-storey carpark last October.

Both men’s cases will be mentioned on Dec 3.

Chee, a customer service officer, faces a total of 10 charges including fellatio and penetrating her with a vibrator. The alleged offences took place at a Jurong flat and a staircase landing in Punggol between August and early September last year. He will appear in court again on Nov 25.

A former telco advertising director on Monday admitted to two charges of underage sex with a teen who allowed him to take sexually explicit photographs of her, reports The Straits Times.

The pair engaged in "bondage and discipline, dominance and submission sadism and masochism'' acts or BDSM in short, the court heard.

Kwek Chuan Shan, 35, was an employee of StarHub, when he had sex underage sex with the girl on seven occasions in November 2012.

The girl, who was 15 at the time, created an account on a dating social networking website in mid-2012 and chanced upon Kwek's profile in October that year. He openly stated that he engaged in BDSM and that he was looking for a "submissive''.

The court heard that the girl initiated contact with him, and within a week of befriending one another, she went to his flat in Redhill Close.

While there, she agreed to let Kwek take photos of her while engaging in such acts after he assured her that he would not circulate them. Kwek also had protected sex with her.

They met again on Nov 27 that year and she had oral sex with him. When she left the flat, she received the sexually explicit photographs of herself that he had taken earlier.

The incidents came to light after a church friend informed the minor's father that he had received sexually explicit photographs of her. A police report was made on Dec 5 that year.

District Judge Low Wee Ping adjourned the case to Jan 21. The maximum punishment is 10 years' jail and a fine on each charge.

Ex-advertising director jailed 12 months for underage sex

SINGAPORE: A former telco advertising director was on Tuesday jailed 12 months for sexual offences involving an underage girl.

Kwek Chuan Shan, 35, had earlier pleaded guilty to two counts of underage sex, with five other charges taken into consideration for sentencing.

Kwek befriended the girl, who was then 15, through dating and social networking website OkCupid in 2012.

In his online profile, he said he engaged in "bondage and discipline, dominance and submission, sadism and masochism".

The girl contacted him, and in their email exchanges, told him she was 15 years old.

On two occasions in November 2012, the girl went to Kwek's apartment in Redhill Close, where the pair engaged in sexual acts which included Kwek tying her to a homemade metal frame.

He also took sexually explicit photographs of her.

The incident came to light after a church friend informed the girl's father that he had received sexually explicit photographs of her.

In pressing for the court to hand down a jail term of between 12 and 15 months, Deputy Public Prosecutor Sharmila Sripathy-Shanaz said Kwek's offence was a serious one, given the wide age gap.

"The evidence shows he had no reservations about taking advantage of the easy opportunity which presented itself to him, and exploited it fully to gratify his lust," she added.

Noting that the minor may have actively initiated the encounter, Ms Sharmila pointed out that the law places the onus on the male adult to exercise restraint and discipline in curbing carnality.

In mitigation, Kwek's lawyer Amarjit Singh told the court that his client was remorseful about what he had done.

Kwek also addressed the court and apologised unreservedly to the minor and her family for the damage he had caused them.

In sentencing, District Judge Low Wee Ping noted the "significant" age disparity between Kwek and the girl, but also observed that there was no evidence that Kwek had corrupted the minor, nor that he was in a position of trust with the minor.

Kwek could have been jailed a maximum of 10 years and fined on each charge. - CNA/nd
