The PAP will typically unveil a series of plans or sweeteners from nomination day onwards even for BEs albeit on a much smaller scale. So far the teaser is the $1.9m facilities upgrade plan for 640 households out of 12,000 households and it covers only one precinct - Blk 140 to 149. Presumably this is the precinct that cast the least votes for the PAP at the last GE or the upgrade has been scheduled all the while but it is now been dangled to force a mandate.
The PM is expected to pay a visit and make a statement about the candidate as part of the usual routine. However unlike Dr Koh Poh Koon's attempt at Punggol East SMC BE where the PM stated that Koh was slated for cabinet Murali comes from PAP grassroots. He is merely filling the quota for long standing party activists and replaces another activist David Ong. So this carrot would not be offered. The PM unlike his old man does not do threats such as HDB prices will collapse, the country will descent into chaos, etc. The only remaining option is back to pork-barrel politics which the PM is well known for. Money into bank accounts under the guise of some Give-back Citizens programme or excuse is usually reserved for GE and would look odd for a BE.
On the adversarial aspects of campaigning, I don't think they will go after the candidate which is the hallmark and DNA of PAP politics especially under Old Man. Even your GCE O level results was not spared as Chiam found out. George Yeo remarked that the Gomez attack went overboard and backfired badly.
