If my memory serves me well, Chng Teow Hua and GS were sent for the Combat Engineers Officers Course in the USA.
ST Engineering divisions are always the dumping grounds and backdoor free entry for former "sign-on" generals and colonels. No wonder our "civilian" talent can never rise to the top in ST.
