保罗•奇卡瓦:姆南加古瓦总统把中国看做津巴布韦最重要的外交关系。总统本人希望能在两国旧有关系基础上进一步巩固政治关系,推动人文交往、经贸合作、投资、基建等。
记者:在新总统上台之前,津巴布韦就一直是中国特别重要的朋友,尤其是前总统穆加贝和津巴布韦在中国普通人心里都有很高的认知度。但是由于津巴布韦突然出现了政治上的变化,有些中国人担心,这会不会影响中津关系,您怎么看?
保罗•奇卡瓦:作为国家大使,我永远不希望看到两国关系有一天会变差。如果两国关系发生变化,我只希望能进一步加强。这么说是因为中津关系经受了时间考验,即使在津巴布韦的艰难时期,当我们在争取国家独立的时候,当其他大国不支持我们的时候,中国都一直给予我们支持。2002年,美国与欧盟国家对津巴布韦实施制裁后,时任总统穆加贝宣布“向东看”政策。如果有人试图破坏两国关系,我绝不会支持。我想,现任总统姆南加古瓦本人也绝不会想让我们两国关系变差,否则他上任后就不会把中国作为非洲之外的访问第一站。他也希望继续发展建设两国关系。

去年津巴布韦出现政治变化,中国外交部表示,我们尊重津巴布韦人民自己的选择。同时,中方表示,穆加贝先生长期致力于中津友好和中非友好,为中津关系和中非关系发展作出过重要贡献。中方尊重穆加贝先生的辞职决定。他仍然是中国人民的好朋友。在我看来,想要维护两国这段友好关系,就需要尊重穆加贝。
记者:前一段时间有很多非洲记者来环球网交流,他们都谈到“一带一路”给非洲带来的实质性变化,“一带一路”目前在津巴布韦有哪些重要的项目,这些项目进展得怎样?
保罗•奇卡瓦:我认为,“一带一路”建设会进一步改善世界,促进互联互通,加深人文交流与理解,推动构建共同未来。中方扮演的是领导者角色,向世界提供了实现共同发展的工具,也就是“一带一路”倡议。津巴布韦在其中将扮演连接非洲人文、商贸和服务的角色,全方位参与“一带一路”建设。
中国在津巴布韦进行了大量基础设施投资与建设,涉及领域广阔,是津巴布韦最大的投资国。上月中企承建津巴布韦最大水电项目刚刚投产。但我认为,未来两国的合作潜力还远远不止于此。
记者:谈到中国在津巴布韦投资建设的各种项目,当地人最满意的是哪些方面?不满意的又是哪些?最期待改变的是什么?
保罗•奇卡瓦:其实“一带一路”倡议的概念相对较新,在“一带一路”建设推进之前,中国已经为津巴布韦带来了很多实质性变化。早在2004年,中国向津巴布韦出口了一批公共汽车,之后我们的国营客运公司ZUPCO的主力运营车辆都是来自中国一汽的解放大巴。当时人们头一次见到这么现代又实惠的交通工具,十分激动。中国的元素在津巴布韦人民的心中带来了深深地触动。
不过,有时不乏也会有一些想挣快钱的中国私企销售劣质产品,这种现象需要改善。但总体来讲,中国制造的品质都很好,不然也不会连美国都在大量进口中国产品。未来希望中国加大对津巴布韦生产领域的投入,有更多中企到津巴布韦投资建厂,为当地人提供培训,实现完整价值链构建,进一步加深经贸联系。
记者:整个西方总是对中津两国、甚至中非关系说三道四,形容中国是“新殖民者”,这样的问题估计您已经被问了无数遍了,还是希望再听一次您的看法:您怎样看中国和非洲的关系?
保罗•奇卡瓦:有关“中国是新殖民者”的说法肯定是不对的,中国从历史上就从来没有殖民过非洲,倒是一直指责中国的西方国家殖民过这片土地。现在中国是非洲的最大贸易伙伴,为非洲提供就业等各种机会的时候,那些指指点点的西方国家都哪儿去了呢?当津巴布韦争取独立的时候,是中国敞开大门,为我们提供军事培训以及其他支持,不带附加其他要求。
BBC曾经拍了一部纪录片叫《中国人要来了》,(从西方媒体视角描述中国人“大量进入非洲”)我倒是觉得,为什么中国人不应该来呢?面对西方国家的制裁和攻击,中国一直和我们站在一起。你告诉我,到底谁才是殖民者呢?
即使抛开外交官的身份,我也会告诉你,中国深受非洲喜爱。如果中国有(西方说的)那么坏,为什么54个非洲国家中有52个都和中国建立了外交关系?津巴布韦和中国从国家人口、幅员、到体量上都差距悬殊,在这些方面我们永远谈不上“平等”,可是中国尊重他国,从来不会对我们发号施令,我们在权力地位上是平等的。如果有人说中国是“殖民者”,那他可要告诉我“殖民者”的定义到底是什么!
当津巴布韦遇到问题时,中国没有说,“我是老大哥,你要听我的”,而是提出帮助,和我们共同寻求解决办法。如果中国不这么做,我们还能期待谁去做呢?靠美国、英国等西方国家吗?不可能。当西方对中国指指点点的时候,我却认为,中国有任何理由应该来到津巴布韦,帮我们一起建设和平、发展、稳定、繁荣的国家。
作为未来的全球大国,中国不会靠霸凌领导其他国家,它会倾听别国意见,寻求平等合作。当中国在南海、西藏等主权问题上维护自己的国家核心利益时,我们会坚定和中国站在一起。如果遇到其他分歧,我们会让市场等因素来决定。
你也许会问我怎么会在中国工作18年这么久,我想说,这18年来,中国都在维护津巴布韦的根本权利。想要推动津巴布韦发展进步,中国是最好的选择。如果有人攻击中国,就是攻击我。我是不会允许的。

I have witnessed the economic development of this country. When I first arrived, China’s GDP was ranked sixth in the world, and China now ranks second in the world. I have witnessed the establishment of the China-Africa Cooperation Forum in 2000 and witnessed the exchange of visits between many leaders of China and Africa. What impressed me most most was President Xi’s visit to Zimbabwe in October 2015 and talks with our “Father” Mugabe. Not only that, I have also visited at least 28 provinces in China, leaving a lot of happy memories. If we use words to describe China, I think it is "magical, beautiful, harmonious, intelligent and great."
I am most impressed by the Chinese. Although China is a large country with a population of 1.6 billion, the Chinese people are very humble, focused, polite, and determined. You know where you should go, but you don't sit on the head of someone else, but always establish friendly relations.
Reporter: This time Zimbabwe’s new President, Emerson Mungagwa, was visiting China. Are you busy and preparing for something?
Paul Chikava: China is the first stop for visiting countries outside Africa since President Emerson Myonagawa took office. This reflects his emphasis on China. President Mnangaguwa participated in military training in Nanjing many years ago. In fact, former President Mugabe also used China as the first stop for Zimbabwe’s independence and leadership visits. My work is mainly to ensure that the President’s visit to China and his party are successful, and that this visit has become the gateway for friendly exchanges and mutual benefit between the two peoples for generations. Reporter: Before the new president took office, Zimbabwe has always been a particularly important friend of China. In particular, former Presidents Mugabe and Zimbabwe have a high level of awareness in the hearts of ordinary Chinese people. Paul Chikava: As a national ambassador, I never want to see the relationship between the two countries deteriorate one day. If the relationship between the two countries changes, I only hope that it can be further strengthened. This is because the relations between China and Tianjin have stood the test of time. Even in the difficult time of Zimbabwe, when we were fighting for national independence, when other big countries did not support us, China always gave us support. After U.S. and EU countries imposed sanctions on Zimbabwe in 2002, President Mugabe announced the policy of “seeing east”. If anyone tries to break the relationship between the two countries, I will never support it. I think that the incumbent President Myonagawa himself will never want to worsen the relationship between our two countries. Paul Chikava: I think that the construction of the “One Belt and One Road” will further improve the world, promote interconnection, deepen cultural exchanges and understanding, and promote the building of a common future. China plays a role of a leader and provides the world with a tool for achieving common development. This is the "Belt and Road Initiative." Zimbabwe will play a role in connecting humanities, commerce, and services in Africa and participate in the construction of the “Belt and Road Initiative”.
China has conducted a large amount of infrastructure investment and construction in Zimbabwe. It covers a wide range of fields and is the largest investor in Zimbabwe. Paul Chikava: In fact, the concept of the “Belt and Road Initiative” is relatively new. Before the “Belt and Road” initiative was advanced, China had already brought a lot of substantial changes to Zimbabwe. As early as 2004, China exported a number of buses to Zimbabwe. After that, our main operating vehicle for ZUPCO, a state-run passenger transport company, was a liberation bus from China FAW. However, sometimes there are also some Chinese private companies that want to make quick money selling inferior products. This phenomenon needs improvement. Paul Chikava: It is certainly wrong to say that “China is a new colonialist”. China has never colonized Africa since its history. Instead, it has accused China’s western countries of colonizing this land. Now that China is Africa’s largest trading partner and provides Africa with various opportunities for employment, where are all those Western countries where they are pointing? When Zimbabwe strives for independence, it is China that opens its doors and provides military training and other support for us without additional requirements.
The BBC once took a documentary called "The Chinese are coming", (from the perspective of Western media, describing the Chinese as "a lot of people in Africa") I would rather think, why shouldn't Chinese people come? In the face of sanctions and attacks from Western countries, China has always stood with us. You tell me, who is the colonizer?
Even if you disregard the diplomat's identity, I will tell you that China is deeply loved by Africa. If China is (so western) so bad, why do 52 of the 54 African countries have established diplomatic relations with China? Zimbabwe and China differ greatly in terms of their population, size, and size. In these areas, we can never speak of "equality." However, China respects other countries and never orders us. You may ask how I will work in China for 18 years. I would like to say that China has been maintaining Zimbabwe’s fundamental rights for 18 years. To promote the development of Zimbabwe, China is the best choice. If someone attacks China, it will attack me. I will not allow it.

记者:谈到中国在津巴布韦投资建设的各种项目,当地人最满意的是哪些方面?不满意的又是哪些?最期待改变的是什么?
保罗•奇卡瓦:其实“一带一路”倡议的概念相对较新,在“一带一路”建设推进之前,中国已经为津巴布韦带来了很多实质性变化。早在2004年,中国向津巴布韦出口了一批公共汽车,之后我们的国营客运公司ZUPCO的主力运营车辆都是来自中国一汽的解放大巴。当时人们头一次见到这么现代又实惠的交通工具,十分激动。中国的元素在津巴布韦人民的心中带来了深深地触动。
不过,有时不乏也会有一些想挣快钱的中国私企销售劣质产品,这种现象需要改善。但总体来讲,中国制造的品质都很好,不然也不会连美国都在大量进口中国产品。未来希望中国加大对津巴布韦生产领域的投入,有更多中企到津巴布韦投资建厂,为当地人提供培训,实现完整价值链构建,进一步加深经贸联系。
记者:整个西方总是对中津两国、甚至中非关系说三道四,形容中国是“新殖民者”,这样的问题估计您已经被问了无数遍了,还是希望再听一次您的看法:您怎样看中国和非洲的关系?
保罗•奇卡瓦:有关“中国是新殖民者”的说法肯定是不对的,中国从历史上就从来没有殖民过非洲,倒是一直指责中国的西方国家殖民过这片土地。现在中国是非洲的最大贸易伙伴,为非洲提供就业等各种机会的时候,那些指指点点的西方国家都哪儿去了呢?当津巴布韦争取独立的时候,是中国敞开大门,为我们提供军事培训以及其他支持,不带附加其他要求。
BBC曾经拍了一部纪录片叫《中国人要来了》,(从西方媒体视角描述中国人“大量进入非洲”)我倒是觉得,为什么中国人不应该来呢?面对西方国家的制裁和攻击,中国一直和我们站在一起。你告诉我,到底谁才是殖民者呢?
即使抛开外交官的身份,我也会告诉你,中国深受非洲喜爱。如果中国有(西方说的)那么坏,为什么54个非洲国家中有52个都和中国建立了外交关系?津巴布韦和中国从国家人口、幅员、到体量上都差距悬殊,在这些方面我们永远谈不上“平等”,可是中国尊重他国,从来不会对我们发号施令,我们在权力地位上是平等的。如果有人说中国是“殖民者”,那他可要告诉我“殖民者”的定义到底是什么!
当津巴布韦遇到问题时,中国没有说,“我是老大哥,你要听我的”,而是提出帮助,和我们共同寻求解决办法。如果中国不这么做,我们还能期待谁去做呢?靠美国、英国等西方国家吗?不可能。当西方对中国指指点点的时候,我却认为,中国有任何理由应该来到津巴布韦,帮我们一起建设和平、发展、稳定、繁荣的国家。
作为未来的全球大国,中国不会靠霸凌领导其他国家,它会倾听别国意见,寻求平等合作。当中国在南海、西藏等主权问题上维护自己的国家核心利益时,我们会坚定和中国站在一起。如果遇到其他分歧,我们会让市场等因素来决定。
你也许会问我怎么会在中国工作18年这么久,我想说,这18年来,中国都在维护津巴布韦的根本权利。想要推动津巴布韦发展进步,中国是最好的选择。如果有人攻击中国,就是攻击我。我是不会允许的。

Reporter: I heard that you have been working in China for 18 years. What kind of experience is this? What is your deepest impression on China? Please summarize your 18 years in China.
Paul Chikava: I lived in China from 1999. When I first arrived, I was only 33 years old. Now I am 51 years old. For so many years, good days and bad days have all gone through, but whether it is social life or professional experience, I am very happy in China. I have witnessed the economic development of this country. When I first arrived, China’s GDP was ranked sixth in the world, and China now ranks second in the world. I have witnessed the establishment of the China-Africa Cooperation Forum in 2000 and witnessed the exchange of visits between many leaders of China and Africa. What impressed me most most was President Xi’s visit to Zimbabwe in October 2015 and talks with our “Father” Mugabe. Not only that, I have also visited at least 28 provinces in China, leaving a lot of happy memories. If we use words to describe China, I think it is "magical, beautiful, harmonious, intelligent and great."
I am most impressed by the Chinese. Although China is a large country with a population of 1.6 billion, the Chinese people are very humble, focused, polite, and determined. You know where you should go, but you don't sit on the head of someone else, but always establish friendly relations.
Reporter: This time Zimbabwe’s new President, Emerson Mungagwa, was visiting China. Are you busy and preparing for something?
Paul Chikava: China is the first stop for visiting countries outside Africa since President Emerson Myonagawa took office. This reflects his emphasis on China. President Mnangaguwa participated in military training in Nanjing many years ago. In fact, former President Mugabe also used China as the first stop for Zimbabwe’s independence and leadership visits. My work is mainly to ensure that the President’s visit to China and his party are successful, and that this visit has become the gateway for friendly exchanges and mutual benefit between the two peoples for generations. During President Myonagawa's visit to China, leaders of the two countries and business leaders will meet. It is hoped that these meetings will serve as a platform for the promotion of cultural exchanges between the two countries. It is also hoped that President Myonagagu can make further positive breakthroughs on the basis of continuing the friendly and mutually beneficial relationship between the two countries.
Reporter: Why does Mr. President come to China this time and what are you talking about? What are his expectations for China during this visit?
Paul Chikava: President Myonagawa regards China as the most important diplomatic relationship in Zimbabwe. The president himself hopes to further consolidate political relations on the basis of the old relationship between the two countries and promote cultural exchanges, economic and trade cooperation, investment, and infrastructure.
Reporter: Before the new president took office, Zimbabwe has always been a particularly important friend of China. In particular, former Presidents Mugabe and Zimbabwe have a high level of awareness in the hearts of ordinary Chinese people. However, due to sudden political changes in Zimbabwe, some Chinese people worry that this will not affect the relationship between China and Tianjin. What do you think?
Paul Chikava: As a national ambassador, I never want to see the relationship between the two countries deteriorate one day. If the relationship between the two countries changes, I only hope that it can be further strengthened. This is because the relations between China and Tianjin have stood the test of time. Even in the difficult time of Zimbabwe, when we were fighting for national independence, when other big countries did not support us, China always gave us support. After U.S. and EU countries imposed sanctions on Zimbabwe in 2002, President Mugabe announced the policy of “seeing east”. If anyone tries to break the relationship between the two countries, I will never support it. I think that the incumbent President Myonagawa himself will never want to worsen the relationship between our two countries. Otherwise, after taking office, he will not regard China as the first stop outside Africa. He also hopes to continue to develop and build bilateral relations.
Of course, I think it is very important to pay attention to history. Only by respecting history and standing on the basis of previous efforts can we have a beautiful day and a better tomorrow. The relations between China and Tianjin are long-term friendly. The people of Zimbabwe respect the efforts made by the older generation in the relations between the two countries. In the past, despite facing external sanctions and facing some doubts, Mugabe has consistently expressed that China is a trusted friend. How much we respect our relationship with China, how much we respect Mugabe.
Zimbabwe’s political changes last year and the Chinese Foreign Ministry stated that we respect the Zimbabwean’s own choice. At the same time, the Chinese side stated that Mr. Mugabe has long been committed to the friendship between China and Tianjin and China-Africa friendship and has made important contributions to the development of China-Trinnia relations and China-Africa relations. China respects Mugabe's resignation decision. He is still a good friend of the Chinese people. In my opinion, to maintain this friendly relationship between the two countries, we must respect Mugabe.
Reporter: Some time ago, there were many African reporters coming to the Global Network. They all talked about the substantial changes that the “One Belt and One Road” has brought to Africa. What are the important projects of the “One Belt and One Road” currently in Zimbabwe? How are these projects going?
Paul Chikava: I think that the construction of the “One Belt and One Road” will further improve the world, promote interconnection, deepen cultural exchanges and understanding, and promote the building of a common future. China plays a role of a leader and provides the world with a tool for achieving common development. This is the "Belt and Road Initiative." Zimbabwe will play a role in connecting humanities, commerce, and services in Africa and participate in the construction of the “Belt and Road Initiative”.
China has conducted a large amount of infrastructure investment and construction in Zimbabwe. It covers a wide range of fields and is the largest investor in Zimbabwe. Last month, the largest hydropower project in Zimbabwe was undertaken by Chinese enterprises. But I think that the potential for cooperation between the two countries in the future is far more than that.
Reporter: When it comes to various projects invested and built by China in Zimbabwe, what are the local people most satisfied with? What are you not satisfied with? What is the most desired change?
Paul Chikava: In fact, the concept of the “Belt and Road Initiative” is relatively new. Before the “Belt and Road” initiative was advanced, China had already brought a lot of substantial changes to Zimbabwe. As early as 2004, China exported a number of buses to Zimbabwe. After that, our main operating vehicle for ZUPCO, a state-run passenger transport company, was a liberation bus from China FAW. At that time, people were very excited to see such modern and affordable transportation. The elements of China have deeply touched the hearts of Zimbabweans.
However, sometimes there are also some Chinese private companies that want to make quick money selling inferior products. This phenomenon needs improvement. But on the whole, the quality of Chinese manufacturing is very good, otherwise it will not even the United States are importing a large number of Chinese products. In the future, we hope that China will increase its investment in Zimbabwe's production sector. More Chinese enterprises will invest in Zimbabwe to build factories, provide training for local people, build a complete value chain, and further deepen economic and trade ties.
Reporter: The entire West has always made irresponsible remarks on China and Tianjin and even China-Africa relations, describing China as a "new colonialist." Such a problem is estimated that you have been asked countless times, or would you like to hear your views once again? : How do you see the relationship between China and Africa?
Paul Chikava: It is certainly wrong to say that “China is a new colonialist”. China has never colonized Africa since its history. Instead, it has accused China’s western countries of colonizing this land. Now that China is Africa’s largest trading partner and provides Africa with various opportunities for employment, where are all those Western countries where they are pointing? When Zimbabwe strives for independence, it is China that opens its doors and provides military training and other support for us without additional requirements.
The BBC once took a documentary called "The Chinese are coming", (from the perspective of Western media, describing the Chinese as "a lot of people in Africa") I would rather think, why shouldn't Chinese people come? In the face of sanctions and attacks from Western countries, China has always stood with us. You tell me, who is the colonizer?
Even if you disregard the diplomat's identity, I will tell you that China is deeply loved by Africa. If China is (so western) so bad, why do 52 of the 54 African countries have established diplomatic relations with China? Zimbabwe and China differ greatly in terms of their population, size, and size. In these areas, we can never speak of "equality." However, China respects other countries and never orders us. We are equal in terms of power. If someone says that China is a "colonialist," then he must tell me exactly what the definition of "colonial" is!
When Zimbabwe encountered problems, China did not say, "I am the oldest brother, and you have to listen to me". Instead, you ask for help and seek solutions together with us. If China does not do this, who can we expect to do? By the United States, Britain and other Western countries? impossible. When the West points to China, I think that China has any reason to come to Zimbabwe to help us build a peaceful, stable, prosperous country.
As a future global power, China will not rely on bullying to lead other countries. It will listen to the views of other countries and seek equal cooperation. When China maintains its national core interests on the issues of sovereignty over the South China Sea and Tibet, we will stand firm with China. If we encounter other differences, we will let the market decide.
You may ask how I will work in China for 18 years. I would like to say that China has been maintaining Zimbabwe’s fundamental rights for 18 years. To promote the development of Zimbabwe, China is the best choice. If someone attacks China, it will attack me. I will not allow it.
