Jalan Besar upgrading promises "fulfilled"

SINGAPORE: Environment and Water Resources Minister Yaacob Ibrahim said the People's Action Party (PAP) team in Jalan Besar GRC has "fulfilled all upgrading promises".
Dr Yaacob was speaking to reporters during a walkabout on Saturday morning at Kampong Glam.
The way ahead is a five-year master plan for the freshly-carved Moulmein-Kallang GRC, which he said could be unveiled on Sunday.
Getting a feel of the new boundaries, members of the PAP were out and about in Kampong Glam, an area largely populated with the elderly.
At the forefront with his colleagues was 41-year-old Edwin Tong, who was introduced as a PAP candidate, less than a week ago.
He has been widely expected to contest there.
"I'm new so I need to assume I'll be here," Mr Tong said.
"So for the moment, my task is to get to know the residents, try to earn their trust and respect and take it from there."
This is the third time the line-up has been spotted at the newly-formed Moulmein-Kallang GRC.
When asked if this was the team to be fielded at the upcoming General Election, Dr Yaacob said nothing is confirmed until Nomination Day.
But he said he is confident his colleagues have been working the ground.
"We have not been parachuted; we've been here for the last five years. We are the incumbent, we have the responsibility," Dr Yaacob said.
"Have we done our job? If you look at our track record, we have fulfilled all the upgrading promises that we have made.
"(MP for Jalan Besar GRC) Denise (Phua), our town council chairperson, has made sure all the link ways we wanted to build, all the elderly-friendly walkways, have already been built."
As for what residents can expect over the next five years, Dr Yaacob said a master plan for the new GRC could be unveiled on Sunday the 25th anniversary celebrations for the PAP Community Foundation (PCF).
Dr Yaacob's team has been revving up on walkabouts and block visits since March, but insists the focus should be on the long-term efforts made over the years.
"Of course, we step up our presence because primarily, the GE is coming - let us not pretend. But at the end of the day, if you walk around, people will know who Denise is because she has been here for the last five years," Dr Yaacob said.
