《意见》指出,要以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中全会精神,牢固树立和贯彻落实新发展理念,按照高质量发展的要求,以服务人民群众出行为根本目标,科学编制城市轨道交通规划,严格落实建设条件,有序推进项目建设,着力加强全过程监管,严控地方政府债务风险,确保城市轨道交通发展规模与实际需求相匹配、建设节奏与支撑能力相适应。
《意见》提出,城市轨道交通是城市公共交通系统的骨干,近年来发展总体有序,但部分城市也存在规划过度超前、建设规模过于集中、资金落实不到位等问题。为促进城市轨道交通规范有序发展,要坚持“量力而行、有序推进,因地制宜、经济适用,衔接协调、集约高效,严控风险、持续发展”的原则,从以下四个方面推进政策措施落实。
一是完善规划管理规定。严格建设申报条件,提高申报建设地铁和轻轨的相关经济指标,申报建设地铁的城市一般公共财政预算收入、地区生产总值分别由100亿元、1000亿元调整为300亿元、3000亿元。提高建设规划质量,加强城市轨道交通与其他交通方式的衔接融合,鼓励探索地上地下空间综合开发利用。严格建设规划报批和审核程序,确保建设规模同地方财力相匹配。强化建设规划的导向和约束作用,已经国家批准的建设规划原则上不得变更,进一步明确了规划调整和新一轮建设规划报批条件。

四是完善规划和项目监管体系。加强监管能力建设,健全部门间协同联动监管机制,建立城市轨道交通监管数据库。建立健全责任机制,坚持国家统筹、省负总责、城市主体的原则,对违规行为和责任主体实行联合惩戒并依法依规追责问责。
