今天上午8点32分，云南省纪委监委发布消息，云南省监狱管理局原副巡视员刘思源落马！值得一提的是，就在昨天，该省监狱管理局副局长刚刚被查。
政知道（微信ID：upolitics）注意到，十八大后，省级监狱管理局有不少高官落马，一些人的背后还有着其他的故事，比如广西壮族自治区监狱管理局原政委钟世范落马的背后，就与在监狱只待了2年的重犯“广西首富”有关。
但去年至今，一些监狱系统高官落马有了新的背景。
4月1日，中央扫黑除恶第20督导组入驻云南，“打伞破网”“打财断血”等是督导重点。
在监狱管理系统工作了34年
刘思源，男，汉族，1958年11月16日生，今年61岁，吉林永吉人。
他早年曾在罗平县牛街公社阿耶大队当知青，1984年，26岁的刘思源到了云南省第二监狱狱政科当干部，从那时起至2018年11月退休，他在云南省监狱管理系统工作了34年。
在这三十多年的时间里，刘思源担任过云南省第二监狱党委委员、副监狱长，云南省第一监狱党委副书记、政委，云南省监狱管理局刑罚执行处处长，云南省监狱管理局刑罚执行处调研员，2018年10月，他成为云南省监狱管理局副巡视员，仅1个月后，刘思源退休。
就在昨天（4月12日），云南省监狱管理局副局长朱旭刚刚落马。
两位监狱管理系统官员前后脚落马的原因尚待公布，但政知君要说明的是，这并不是该系统首次有人出事。
就在2018年2月，云南省纪委曾公布了典型问题，第一个便涉及云南省昭通监狱。
2015年至2016年，昭通监狱为多发奖金，自行制定生产经济工作考核办法，巧立生产经营管理费名目，采取虚开发票、虚列支出的手段套取公款，违规发放奖金432.08万。
2013年至2016年，昭通监狱超范围、超标准接待，4年间在监狱企业支出的接待费高达835.06万。
事情被查出来后，监狱多人被处理，其中监狱党委书记、监狱长张天朝，副监狱长刘昌文，副监狱长王天奎，原办公室主任王仁俊被撤销党内职务、行政撤职。
打落了哪些监狱长？
其实，随着反腐力度的加大，十八大后，全国监狱管理系统内有不少人落马。
早在2014年2月，中央政法委曾公开通报10起政法干警违纪违法典型案件，其中一例就涉及到贵州省监狱管理局原局长曹云平。
通报称，2009年以来，贵州省部分监狱违禁品问题突出，王武监狱违规为罪犯办理减刑，省监狱管理局对违纪违法问题查处不力。曹云平等人对此疏于管理，负有重要领导责任。最终，曹云平被撤销党内职务、行政撤职。
在曹云平之后，新疆、湖北、山西等地的监狱管理局一把手先后落马——
2014年11月，黑龙江省黎明监狱原党委书记、原监狱长王亚罗落马。
2014年11月，山东省监狱管理局里能分局原局长（副厅级）曹务顺落马。
2015年4月，辽宁省监狱管理局原党委常委、省监狱企业集团有限公司原总经理宋万忠落马。
2015年4月，广西壮族自治区监狱管理局原政委钟世范落马。
2015年7月，新疆维吾尔自治区监狱管理局原党委书记、原局长谢晖落马。
2015年12月，新疆维吾尔自治区监狱管理局原第一政委史少林落马。
2017年9月，湖北省监狱管理局原党委书记、原局长程颖落马。
2018年5月，山西省监狱管理局原副巡视员高奇落马。
2018年6月，山西省监狱管理局原党委书记、原局长王伟落马。

“首富”出狱后
如果观察仔细你就会发现，上述这些人有不少都是像刘思源、朱旭一样，前后脚落马，比如新疆监狱管理局原局长谢晖和原第一政委史少林，落马仅隔5个月，山西监狱管理局原副巡视员高奇和原局长王伟，落马时间距离不到半个月。
上述这些落马的监狱官员，不少人都与窝案有关。
比如广西监狱管理局原政委钟世范，他的落马与昔日的一位“广西首富”黎东明有关。
黎东明落马是因为早年震惊全国的南丹矿难事件，2001年7月17日凌晨 3 时许，黎东明旗下企业南丹县龙泉矿冶总厂拉甲坡矿发生特大透水事故，致使81名矿工遇难。黎东明与时任南丹县委、政府负责人一起，隐瞒矿难十余天，企图蒙混过关。最终矿难被披露，时任南丹县委书记万瑞忠被执行死刑，黎东明被判处有期徒刑20年。
不过，2004年，黎东明便被保外就医，他在监狱仅待了2年。此后他得到钟世范等人的关照，他在此后十余年间没再踏入监狱。
据《廉政瞭望》披露，出狱后黎东明的商界传奇重新开始，2009年的胡润百富榜显示，黎东明家族坐上了云南首富的位置。
最终，广西监狱管理系统地震，监狱管理局原政委钟世范（领刑12年）、原局长梁振林（领刑11年）、原副局长曾爱东（领刑7年）等人纷纷落马。
监狱长催促为“黑老大”减刑
与之类似的还有山西。
去年5月和6月，山西省监狱管理局原副巡视员高奇和省监狱管理局原党委书记、原局长王伟前后脚落马，他们的背后，也是一起窝案。
2018年2月13日，山西省公安厅通报，以“小四毛”任爱军为首的涉黑团伙被再次成功打掉，说“再次”，是因为任爱军曾两次入狱，七次被减刑。
“小四毛”的再次倒掉，导致了山西当地政法系统“地震”。
中央纪委官网直陈，山西省监狱管理系统，从省局领导到监区领导，基本都由系统内部产生，他们以老乡、同学等关系为纽带结成圈子，相互依托。
任爱军在汾阳监狱不服管教、严重违反监规、充当牢头狱霸等表现在全监狱上下人所共知，为规避“风险”，山西省监狱管理局竟将其调换到晋中监狱关押，并指令由汾阳监狱准备减刑材料，由晋中监狱提出减刑意见。
时任省监狱管理局党委书记、局长王伟多次主动给下面的监狱打招呼，有时甚至催促监狱尽快给“小四毛”办理减刑材料。
纪委方面称，王伟“违反国家法律法规规定，违法为涉黑罪犯减刑提供帮助，充当黑恶势力的保护伞，造成特别恶劣社会影响”。

Which prisoners have been defeated?

In the end, the earthquake in the Guangxi Prison Management System, the former political commissar of the Prison Administration, Zhong Shifan (12 years in prison), the former director Liang Zhenlin (11 years in prison), and the former deputy director Zeng Aidong (7 years in prison) have all fallen.
