新华社北京12月16日电（记者刘济美）中央军委主席习近平日前签署命令，发布新修订的《军队安全管理条例》,自2020年1月1日起施行。
新修订的《军队安全管理条例》，坚持以习近平新时代中国特色社会主义思想和党的十九大精神为指导，深入贯彻习近平强军思想，贯彻军委主席负责制，着眼实现党在新时代的强军目标、全面建成世界一流军队，聚焦备战打仗，坚持问题导向，坚持预防为主，坚持全面从严，坚持安全发展，创新安全管理制度规范，对于进一步加强我军安全管理，规范官兵安全行为，促进部队全面建设，具有重要现实意义。
新修订的《军队安全管理条例》共15章139条，着眼构建形成中央军委统一领导下归口统筹、分工负责、界面清晰的领导管理体制，强化为战抓管鲜明导向，明确了安全教育、安全训练的主要内容和组织方法，规范了安全基础建设、安全分析预测、安全风险评估和安全检查、安全监管的具体要求和主要内容，并对事故等级分类和事故应急处置、调查处理、责任追究等内容进行了规范统一；立足部队安全管理新实践，健全完善多项安全管理制度，为防范和化解各类安全风险隐患，提高军队安全管理的专业化、精细化、科学化水平提供制度保证。
